Program Overview

RHD Montgomery County Homeless Services' Street Outreach Team provides support to single adults experiencing homelessness throughout the eastern and central regions of Montgomery County. The team engages individuals living in encampments, outdoors, or in places not intended for human habitation, offering clinical engagement, resource connection, referrals, and person-centered problem-solving to support housing stabilization and alternative housing solutions.

Position Summary

The Program Manager provides leadership, supervision, and operational oversight for the Street Outreach Program in partnership with the Program Director. This position is responsible for creating and maintaining a safe, supportive, and empowering environment for both staff and program participants while ensuring high-quality, person-centered services.

The Program Manager oversees daily program operations, supervises Street Outreach Case Managers, coordinates services between the Community Connections Office and Street Outreach Teams, and supports collaboration with community partners and Code Blue providers. This role also includes direct client engagement and participation in outreach efforts as needed.

The Program Manager reports directly to the Program Director and serves as a role model for staff by demonstrating professionalism, strong leadership, and a commitment to RHD values.

Key Responsibilities
Leadership & Staff Supervision
  • Provide leadership, guidance, coaching, and supervision to program staff.
  • Train, mentor, and support employee development while addressing performance improvement needs when identified.
  • Manage staff scheduling, including coverage for call-outs, no-shows, and time-off requests.
  • Assist with recruiting, interviewing, and onboarding new team members.
  • Facilitate team communication and foster a collaborative work environment.
  • Participate in treatment planning, case review, and interdisciplinary team meetings.
Program Operations
  • Ensure delivery of services in accordance with Your Way Home guidelines and program requirements.
  • Provide day-to-day operational support to Street Outreach staff.
  • Respond appropriately to crisis situations and ensure completion of required incident reports and documentation.
  • Support staff in resolving complex client situations and barriers to housing stability.
  • Maintain relationships with community providers and external partners.
Community Relations & Outreach
  • Coordinate communication and service delivery between Community Connections and Street Outreach teams.
  • Develop and maintain relationships with Code Blue providers and other community stakeholders.
  • Support system navigation efforts and resource coordination for individuals experiencing homelessness.
  • Participate in direct outreach activities and client engagement as needed.
Administrative Responsibilities
  • Manage, monitor, and reconcile program and consumer-related expenditures.
  • Oversee maintenance, safety, and upkeep of program facilities and vehicles.
  • Ensure accurate, complete, and timely documentation by program staff.
  • Monitor program compliance with agency standards, regulations, and policies.
  • Participate in quality assurance and continuous improvement activities.
  • Complete additional duties as assigned.
Qualifications
Required Education

Bachelor's Degree in one of the following fields:

  • Social Work

  • Political Science
  • History
  • Criminal Justice

  • Counseling
  • Nursing
  • Technology
  • Education
Required Experience
  • Minimum of 2 years of supervisory experience
  • Minimum of 5 years of experienceworking with adults with:
    • Intellectual and Developmental Disabilities (IDD)
    • Behavioral Health diagnoses
    • Substance Use Recovery programs
Additional Qualifications
  • Demonstrated knowledge of applicable regulations, RHD values, and program policies and procedures.
  • Strong leadership, organizational, and problem-solving skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Proficiency with computer applications, including email, electronic documentation systems, internet-based programs, and timekeeping systems.
  • Valid driver's license with a clean driving record for the past three years.
  • Ability to successfully complete all required employment screenings, including FBI clearance, if applicable.
