About The Position

This is supervisory, professional principal work whereby incumbents perform a variety of assignments in the areas of (1) community liaison/ development/advocacy, or (2) social services among client populations (e.g., youth, aged, community action, housing development, health, etc.). Incumbents may supervise but must lead subordinate positions. The complexity of major community development work assignments require the use of independent judgment, action, and initiative. Subject to extensive public contact, incumbents conduct a wide range of activities to ensure compliance with local, state, and federal codes. Work is performed under the general supervision of a higher-level position. Work performance is evaluated through conferences, completed reports, and overall contribution to the assigned program.

The Prince George's County Health Department's (PGCHD) vision is that all Prince Georgians are their healthiest at every age and every stage. Their mission is to lead, engage, and empower our community to work collaboratively towards disease prevention, health equity, and total well-being. The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer. The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities.

Examples of Work
  • Performs complex principle professional community development work of the Community Case Management program and the Health Departments Collaborations with the Department of Social Services through the Temporary Cash Assistance Program, HB7 (The Integration of Child Welfare and Substance Abuse Treatment Services Act) and SB512 (Children in Need of Assistance - Drug Exposed Newborns) in support of higher-level officials.
  • Provides management of multiple programs, including personnel, expenditure planning, partnership initiation and maintenance, and client caseloads.
  • Plans and coordinates the activities of a major and complex outreach activities or assignments from its initial inception to its ultimate completion in accordance with local, state and federal codes.
  • Assists in the preparation and management of budgets for the program.
  • Maintains and audit staff caseloads in EPIC, the electronic health record system used for all programs.
  • Maintains strong working relationships with all ancillary and collaborating agencies, namely Department of Social Services.
  • Coordinates the preparation of reports requested by higher authorities in support of the program.
  • Reviews rules and regulations and seeks input from subordinates to ensure local, state and/or federal programs are being operated in compliance with established procedures and standards and recommends changes where appropriate.
  • Represents the department/division at meetings.
  • May be required to use automated equipment in conjunction with assigned duties and responsibilities.
  • Willingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
Qualifications
Minimum Qualifications
  • Master's degree from an accredited college or university in Business or Public Administration, Social Service, Sociology, Psychology, or a closely related field.
  • Three (3) years of responsible professional technical, analytical, and developmental work experience with at least one (1) year in a lead/supervisory role.
  • Must possess and maintain a valid Class C driver's license.

Any equivalent combination of relevant training, education and experience may also be considered.

Preferred Qualifications
  • 2 years or more experience providing case management services to adults who have been diagnosed with a Substance Use Disorder.
  • Experience using an electronic database.
  • Experience working with community-based agencies/organizations to access resources/services for returning citizens.
  • Licensed in at least one of the following areas:
    • LCPC: Licensed Clinical Professional Counselor
    • LGPC: Licensed Graduate Professional Counselor
    • LCADC: Licensed Clinical Alcohol and Drug Counselor
    • LGADC: Licensed Graduate Alcohol and Drug Counselor
    • LCSW-C: Licensed Certified Social Worker-Clinical
    • LCSW: Licensed Certified Social Worker
    • LMSW: Licensed Masters Social Worker
    • LCP: Licensed Clinical Psychologist
