Bill Rate: $110/hr

Please note: The Level of Effort (LOE) for this project is approximately 30 hours per week, with deliverables due every three weeks. Please prepare and submit your proposals accordingly.


Overview

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

OIS seeks an experienced Program Manager to support the Oregon State Public Health Laboratory (OSPHL) with the implementation of a new Laboratory Information Management System (LIMS). In addition to supporting the Senior Project Manager, this Program Manager will focus on: organizational change management, internal and external communications, team coordination, maintaining the decision log, and curating vendor feedback from the OSPHL team.


Scope

Contractor's Key Person under this WOC will perform project management duties for the OSPHL LIMS Replacement project and other OSPHL projects, as assigned.


Responsibilities & Tasks

Contractor's Key Person shall:

  • Project manage multiple complex and detailed project schedules.
  • Maintain project timelines, milestones, and critical paths.
  • Monitor and control projects to assure timely completion.
  • Advise on and elevate key risks and issues that impact the projects.
  • Collaborate with managers and advocate for OSPHL resources to be allocated to the appropriate project tasks.
  • Respond to requests for information from the LIMS vendor or members of the OSPHL team.
  • Support applications for funding opportunities to support this project work.
  • Liaise with the OIS SE3 team and provide support.
  • Liaise with the OSPHL team to support organizational change management and User Acceptance.
  • Coordinate with the OSPHL team to project manage the User Acceptance testing effort for the LIMS Replacement Project.
  • Perform other OSPHL IT Project Management duties, as assigned.
  • Write project status reports, every other week (biweekly), to document all activities performed, including (but not limited to):
    • Status on all activities listed in the bullets above.
    • Work on resource capacity reports to identify OSPHL resources that are over-allocated and under-utilized.
    • Any ad hoc reports needed for OSPHL management to make informed decisions.
    • Efforts on project planning and scheduling.
    • Updates to the project planner with new LIMS Subprojects based on input from the laboratory management team.
    • Assistance provided to complete EIS project deliverables for the Laboratory Information Management Systems (LIMS) Replacement Project and other related subprojects.

The Program Manager is responsible for planning, executing, and finalizing projects according to strict deadlines and within budget, including acquiring resources and coordinating the efforts of team members, third-party contractors, and consultants to ensure successful project delivery. This role defines project objectives, oversees quality control throughout the project lifecycle, and translates organizational vision into clear business requirements.

The Program Manager builds and maintains strong relationships with business leaders to understand their goals, manages multiple complex projects simultaneously, and organizes matrixed teams to deliver program objectives. They synthesize business and technical landscapes into actionable project strategies and execution plans, establish communications processes to keep stakeholders informed of status, risks, and opportunities, cultivate trust with all program stakeholders, and drive the execution of all project and program deliverables. Bachelor's degree or master's degree in business or related field, program management experience, stakeholder management skills, Proficiency in Microsoft Office Applications, Understanding of project management.


Additional Requirements & Logistics
  • Candidate Selection: Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate, at a rate less than or equal to the maximum.
  • Interviews: Will be conducted via MS Teams. Interview times will reflect Pacific Standard Time.
  • Background Check: Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate.
  • Work Arrangement (Hybrid/Remote):
    • This position is approved for hybrid work. Onsite onboarding will be required for the first week.
    • The selected key person could potentially telecommute, as agreed to between the Agency Authorized Representative and the key person. Any decision to allow telecommuting is made with the understanding that the decision will be re-evaluated by the Agency Authorized Representative on a regular basis. The key person should be available to work onsite within a reasonable timeframe.
    • Telecommuting will be contingent upon the key person providing their own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email or instant message. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the key person's home site or their PC.
    • For Services that are agreed to occur remotely, those Services will only be completed by the Key Person resourced for the Project and all work must be performed in the United States of America. Remote engagement requires the Key Person to have consistent access and/or clarity for: high-speed internet, cellular phone/landline phone, web camera, and microphone.
  • Working Hours: OIS/ODHS/OHA operates on standard business days (Monday - Friday, 8 AM 5 PM, Pacific Standard Time, except for State of Oregon holidays and business closures) and the Key Person must be available to engage with OIS/ODHS/OHA as agreed upon with OIS management.
