Job summary

PBG is seeking an experienced Project Leader to serve as the Bureau Evaluation Coordinator & Strategic Planner Program Manager for a federal customer in the Washington, DC area. The role leads performance evaluation, strategic planning, and program management across the task order, translating analytics into actionable recommendations for senior Government leaders.

The position requires managing contractor personnel, coordinating evaluation agendas, and ensuring security and compliance.

Qualifications

  • Minimum of four (4) years of consulting or relevant professional experience, including at least one (1) year of direct monitoring and evaluation of programs related to foreign policy or security cooperation.
  • Demonstrated experience planning, directing, and managing complex IT projects or operations of a nature similar in size and scope to this contract, including cost control.
  • Demonstrated experience managing and supervising a significant number of staff across varied labor categories and skill sets on projects of similar size, scope, and complexity.
  • Knowledge and experience in infrastructure design and engineering, including current and emerging network and infrastructure technologies.
  • Knowledge and experience securing, operating, and maintaining critical infrastructures.
  • Demonstrated experience implementing TBM across an enterprise of similar size, scope, and complexity.
  • Demonstrated written and oral communication skills, including translating data analytics and program results into actionable recommendations and reports, and presenting material to senior Government officials.
  • Experience managing evaluation activities within a federal or international development context.
  • Active Secret security clearance required; eligibility for Top Secret/SCI access may be required based on position assignment.
  • Must be a current employee of the prime contractor and possess authority to commit the contractor organization on all technical and managerial matters in response to Government issues, concerns, or problems.
  • Willingness and ability to support CONUS and OCONUS travel, including potential international assignments at U.S. embassies or partner locations.
  • Commitment to a sustained long-term engagement; this is a Key Personnel position on a five-year task order.
  • Proposal-ready resume required: must include name, education, certifications, current security clearance level, technical skills, relevant training within the past two years, and current and relevant professional experience.

Responsibilities

  • Serve as the Government's single point of contact and provide overall leadership for performance evaluation, strategic planning, and contractor execution under the Evidence Act framework.
  • Drive program delivery in alignment with three core focus areas: Operations Excellence, Cybersecurity, and IT Modernization.
  • Champion organizational change management across the Customer's organization, promoting adoption of new management and data practices.
  • Assign taskings to contractor personnel, supervise ongoing technical efforts, and manage overall task order performance, quality, efficiency, staffing, and business processes.
  • Coordinate development of the Customer's annual evaluation agenda and performance metrics across program offices, aligning activities with priorities.
  • Provide status directly to the COR and maintain proactive communication regarding performance, risks, contractual concerns, programmatic issues, and potential impacts to mission delivery.
  • Manage Government material and assets, personnel and facility security responsibilities, and notify the COR of incidents within 24 hours.
  • Submit required deliverables to the COR, coordinating with the GTM and other Government stakeholders, including Monthly Performance Summary Report and supporting schedules.
  • Lead planning, cost control, schedule, resource, performance, risk, quality, knowledge, and communications for task order execution.
  • Translate data analytics, evaluation findings, and program results into actionable recommendations, reports, briefings, and decision-support products for senior Government officials.
