Job summary

RTX in Goleta, CA is seeking a Senior Financial Analyst responsible for developing, implementing, and maintaining Earned Value Management Systems (EVMS) for program execution in compliance with contract requirements. You will oversee planning, scheduling, budgeting, and resource allocations for externally reported programs, monitor CPI/SPI/EAC metrics, and support LREs and quarterly EACs.

The role requires a Bachelor’s degree with 5+ years of relevant experience, strong EVMS/program controls

• Experience with EVMS, program controls, or integrated cost and schedule management.
• Proficiency in Microsoft Office applications.
• U.S. citizenship required to obtain DoD clearance.

Responsibilities

• Develop, implement, and maintain EVMS for program execution in compliance with contractual requirements.
• Oversee planning, scheduling, budgeting, and resourcing for externally reported programs.
• Monitor CPI, SPI, EAC, and TCPI; support quarterly EACs and monthly LREs.
• Support financial planning (RPLAN updates) and communicate performance impacts on bookings, sales, earnings, and cash.
• Develop and validate CDRLs and act as financial point of contact for PM.
• Collaborate with control account managers and schedulers to support cost/schedule integration.
• Assist in compliance reviews, audits, and adherence to financial policies and controls.
• Contribute to Five-Year and annual operating plan forecasts and proposal development.
• Perform requested financial analyses and reporting.

Role Type: Hybrid (work onsite and offsite in partnership with your leader)

Security Clearance: U.S. citizenship required to obtain a DoD Secret clearance. Existing active clearance required after day 1.

What You Will Do

• Develop, implement, and maintain Earned Value Management Systems (EVMS) for program execution in compliance with contractual and regulatory requirements.
• Oversee planning, scheduling, budgeting, and resource allocation activities for externally reported programs.
• Monitor and analyze program performance metrics (CPI, SPI, EAC, TCPI) and support quarterly EACs and monthly Latest Revised Estimates (LREs).
• Support financial planning (RPLAN updates) and communicate program performance impacts on Bookings, Sales, Earnings, and Cash.
• Develop and validate Contract Data Requirement Lists (CDRLs) and serve as the financial point of contact for Program Management.
• Collaborate with Control Account Managers, project schedulers, and functional teams to support cost and schedule integration.
• Support compliance reviews, process audits, and maintain compliance with company financial policies and controls.
• Assist in developing Five-Year Plan and Annual Operating Plan (AOP) forecasts and proposal development activities.
• Perform requested financial analyses and reporting.

Qualifications

Typically requires a Bachelor’s degree and a minimum of 5 years of relevant experience, or an advanced degree and a minimum of 3 years of relevant experience. Must have experience with EVMS, Program Controls, or integrated cost and schedule management, and be proficient in Microsoft Office applications. U.S. citizenship is required to obtain a security clearance.

Preferred Qualifications

• Experience preparing and delivering Integrated Program Management Data and Analysis Reports (IPMR/IPMDAR).
• Experience supporting Integrated Baseline Reviews (IBRs) and Internal Surveillance Reviews (ISRs).
• Experience using SAP, PRISM, Business Warehouse (BW), Analysis for Office (A/O), SAP/APEX, or PM Tools Suite.
• Experience supporting DoD development, production, or Engineering Manufacturing Development (EMD) programs.
• Experience with financial forecasting, risk and opportunity management, and financial analysis.
• Experience delivering presentations, performing problem resolution, and working independently.
• Experience leading or mentoring analysts.
