City of Norfolk, VA is seeking a Program Coordinator for Norfolk Fire-Rescue to develop, deliver, and evaluate public-facing health and safety programs designed to reduce emergencies, strengthen community resilience, and expand access to non-emergency support resources.

This role works with local partners, vulnerable populations, and public safety agencies to ensure residents receive appropriate care and timely safety information.

Qualifications

  • Bachelor's degree or equivalent.
  • Two years of experience.
  • Preferred: 3+ years in public education, community outreach, public relations, or data analysis.

Responsibilities

  • Develops, coordinates, presents and oversees CPR education programs and training for the community.
  • Designs and executes targeted prevention strategies to lower non-emergency and preventable 911 calls.
  • Cultivates and maintains partnerships with local nonprofits, healthcare systems, social services, and neighborhood associations.
  • Assists individuals with unmet needs by connecting them to local care providers or co-responder programs as safe alternatives to emergency response.
  • Establishes performance metrics and tracks program outcomes to evaluate impact on community safety and 911 call reduction.
  • Coordinates with local businesses, schools, and public venues to ensure AEDs are registered, mapped in dispatch systems, and maintained.
  • Develops and distributes multimedia safety messaging on EMS topics.

As a Program Coordinator, you develop, deliver, and evaluate public-facing health and safety programs designed to reduce preventable emergencies, strengthen community resilience, and expand access to non-emergency support resources. This position works closely with local partners, vulnerable populations, and public safety agencies to ensure residents receive the right care as necessary.

Essential Functions
  • Develops, coordinates, presents and oversees CPR education programs and training for the community.
  • Designs and executes targeted prevention strategies—such as fall prevention, lift-assist alternatives, and community health resources to lower the volume of non-emergency and preventable emergency 911 calls.
  • Cultivates and maintains active partnerships with local nonprofits, healthcare systems, social services, and neighborhood associations to bridge gaps for high-risk populations
  • Assists individuals with unmet needs by connecting them directly to local care providers, social services, or co-responder programs as safe alternatives to emergency response.
  • Establishes performance metrics and tracks program outcomes to evaluate impact on community safety and 911 call reduction
  • Coordinates with local businesses, schools, and public venues to ensure public-access AEDs are registered, mapped in the dispatch system, and properly maintained.
  • Develops and distributes multimedia safety messaging focusing on timely EMS topics, including heat stroke prevention, stroke symptom recognition (FAST), and drowning prevention.
Education/Experience
  • Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Two years' experience.
  • Preferred applicants will possesses a minimum of 3 years of experience in public education, community outreach, public relations, or data analysis.

Possess a valid driver's license.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
