Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking a Program Analyst to support the Navy SSP SP23 branch at the Washington Navy Yard. The role focuses on programmatic and strategic analysis, budgeting, and presentation of status updates.

Requires DoD acquisition experience, clearance, bachelor's, and ability to work on-site five days a week in DC; solid skills in MS Office, Confluence/Jira, and delivering concise reports.

Qualifications

  • Bachelor's degree required; DoD SECRET clearance (TOP SECRET strongly preferred).
  • 3–5 years of experience with DoD weapon system acquisition or Navy operational experience, ideally related to Navy submarine systems, Strategic Weapon System (SWS) integration, or launcher/nav/combat system development and testing.
  • Ability to work at the Washington Navy Yard, five days a week.
  • Proficiency in Microsoft Office 365 suite (Excel, Word, PowerPoint, Teams, Project) and Confluence/Jira.

Responsibilities

  • Communicate daily with the SP23 Branch Head to ensure priorities are understood.
  • Act as Action Officer on behalf of the SP23 Branch Head to track branch actions across multiple portfolios and ensure they are completed on time.
  • Provide program analysis to identify areas for process improvement and implement improvement plans.
  • Provide strategic analysis across Guidance and Fire Control systems and translate program data into clear, actionable insights.
  • Work with stakeholders to produce financial, schedule, and other program summaries for branch leadership, highlighting opportunities and concerns.
  • Assist with the development of and compiling inputs to presentation slides for meetings and provide quality reviews prior to submission.
  • Manage Branch Confluence and Jira pages.
  • Coordinate and handle logistics for branch meetings.
  • Manage and provide status updates on SP23's Government Furnished Items, SPALTs, Risks, and other items.

The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

SPA's Strategic Division's Strategic Development Group (SDG) supports critical U.S. government programs providing Systems Engineering support, Systems Safety support and Financial Analysis support. SDG is hiring for a Program Analyst, supporting the U.S. Navy Strategic Systems Programs (SSP). This position provides support to the Guidance and Fire Control Branch (SP23) of SSP. This role will work directly with SP23 leadership to help ensure the smooth programmatic functioning of the branch. The position is on-site full-time at the Washington Navy Yard (WNY).

Responsibilities

  • Providing program analysis to identify areas for process improvement and implementing improvement plans.

Pay Range Information

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, DC, Pay Transparency Salary range: USD $110,000.00/Yr. - USD $145,000.00/Yr.
