Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a Program Analyst to support SSP Guidance and Fire Control Branch (SP23) at the Washington Navy Yard, on-site five days a week.

You will perform programmatic and strategic analysis, track actions, and prepare leadership-ready summaries while collaborating with branch leadership. Required: 3–5 years in DoD weapon system acquisition or Navy operations, Bachelor’s degree and active clearance (TOP SECRET preferred).

Qualifications

  • Ability to work at the Washington Navy Yard, 5 days a week.
  • Bachelor’s degree.
  • Active DoD SECRET clearance (TOP SECRET strongly preferred).
  • 3–5 years of experience with Department of Defense weapon system acquisition or Navy operational experience.
  • Demonstrated ability to prioritize and execute workload to meet requirements and deadlines across multiple projects.
  • Proficiency in Microsoft Office 365 suite (Excel, Word, PowerPoint, Teams, Project) and Confluence/Jira.

Responsibilities

  • Provide programmatic and strategic analysis support to SSP’s Guidance and Fire Control Branch (SP23).
  • Act as Action Officer to track branch actions across portfolios and ensure timely completion.
  • Provide strategic analysis and translate program data into actionable insights.

The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.

SPA's Strategic Division's Strategic Development Group (SDG) supports critical U.S. government programs providing Systems Engineering support, Systems Safety support and Financial Analysis support. SDG is hiring for a Program Analyst, supporting the U.S. Navy Strategic Systems Programs (SSP). This position provides support to the Guidance and Fire Control Branch (SP23) of SSP. This role will work directly with SP23 leadership to help ensure the smooth programmatic functioning of the branch. The position is on-site full-time at the Washington Navy Yard (WNY).

Responsibilities

The Program Analyst will provide programmatic and strategic analysis support to SSP’s Guidance and Fire Control Branch (SP23) in a deputy/chief of staff capacity. Responsibilities include:

  • Communicating daily with the SP23 Branch Head to ensure priorities are understood.
  • Acting as Action Officer on behalf of the SP23 Branch Head to track branch actions across multiple portfolios and ensure they are completed on time.
  • Providing program analysis to identify areas for process improvement and implementing improvement plans.
  • Provide strategic analysis across Guidance and Fire Control systems and translate program data into clear, actionable insights.
  • Working with stakeholders to produce financial, schedule, and other program summaries for branch leadership, highlighting areas of opportunity and concern.
  • Assisting with the development of and compiling inputs to presentation slides for various meetings and providing quality reviews prior to submission.
  • Managing Branch Confluence and Jira pages.
  • Coordinating and handling logistics for branch meetings.
  • Managing and providing status updates on SP23’s Government Furnished Items, SPALTs, Risks, and other items as needed.

Qualifications
Required Qualifications:
  • Ability to work at the Washington Navy Yard, 5 days a week.
  • Bachelor’s degree.
  • Active DoD SECRET clearance (TOP SECRET strongly preferred).
  • 3-5 years of experience with Department of Defense weapon system acquisition or Navy operational experience, ideally related to Navy submarine systems, Strategic Weapon System (SWS) integration, or launcher/nav/combat system development and testing.
  • Demonstrated ability to prioritize and execute workload to meet requirements and deadlines across multiple projects.
  • Proficiency in Microsoft Office 365 suite (Excel, Word, PowerPoint, Teams, Project) and Confluence/Jira.
Desired Qualifications:
  • Master’s degree.
  • Prior SSP or NAVSEA experience.
