Job summary

DART (Dallas Area Rapid Transit) is seeking a Program Analyst to provide operational and analytical support to the Revenue Operations teams. The role reports to the Senior Manager, Revenue Operations and supports enterprise-level reporting, policy documentation, and project coordination.

The ideal candidate has a Bachelor’s degree in Finance, Business Administration, or related field and four years of professional experience in administrative or program analysis.

Qualifications

• Bachelor’s degree from an accredited college or university in Finance, Business Administration, Operations Management, or related field.
• Four (4) years professional experience in administrative, program analysis, or operational support.
• Valid Texas driver's license to operate DART non-revenue vehicles.
• Proficient in Windows and Microsoft Office; experience with Tableau or similar analytical tools.
• Strong written and oral communication, analytical, and problem-solving skills.

Responsibilities

• Provides administrative and operational support to Sr Manager, Revenue Operations and Senior Manager, Revenue Systems.
• Prepares reports, metrics, and dashboards to monitor uptime, operational efficiency, and SLA.
• Tracks project progress and supports capital project documentation.
• Maintains records of operational activities, staff assignments, SOP updates, and process documentation.
• Coordinates communication between teams to facilitate smooth operations and project implementation.
• Provides administrative support to the AVP for enterprise-level reporting and policy documentation.
• Performs other duties as assigned.

General Summary:

This role reports to the Senior Manager, Revenue Operations and provides operational and analytical support to both the Revenue Operations and Revenue Systems Senior Managers. The Program Analyst ensures smooth daily operations, accurate reporting, documentation, metrics tracking, and project coordination. The role also provides support to the AVP, Payment Systems and Statistical Reporting for enterprise-level reporting, policy documentation, projects and strategic support.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Provides administrative and operational support primarily to the Sr Manager, Revenue Operations and secondarily to the Senior Manager, Revenue Systems.

• Prepares reports, metrics, and performance dashboards to monitor system uptime, operational efficiency, and SLA compliance.

• Tracks project progress and supports capital project documentation, including coordinating with staff and contractors as needed.

• Maintains accurate records of operational activities, staff assignments, SOP updates, and process documentation.

• Supports vendor and contract tracking, including compiling data on performance, SLA adherence, and invoicing.

• Assists with policy documentation, procedure updates, and process compliance tracking.

• Coordinates communication and liaison between teams to facilitate smooth operations and project implementation.

• Provides administrative support to the AVP for enterprise-level reporting, policy documentation, and program initiatives.

• Performs other duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

• Bachelor’s degree from an accredited college or university in Finance, Business Administration, Operations Management, or a related field.

• Four (4) years professional experience in administrative, program analysis, or operational support. Experience with public transportation operations preferred.

• Possess a valid Texas driver’s license to operate DART non-revenue vehicles.

• Pass a physical (medical) examination that includes a drug screen.

• Strong proficiency in personal computer (PC) software applications such as Windows, Microsoft Office applications of Word and Excel, presentation, and database, analytical tools (i.e. Tableau) or other related software applications.

• Strong written and oral communication, analytical, and problem-solving skills. Attention to details required.

• Ability to prioritize tasks and manage workload across multiple projects.

• Ability to work collaboratively across multiple teams and stakeholders.

WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART’s operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
