Job summary

DART in Dallas, Texas seeks a professional to investigate and track Title VI, EEO and ADA complaints and to provide quarterly/annual performance reports. The role includes delivering training for awareness and ensuring compliance across departments.

Responsibilities cover evaluations of equity analyses, monitoring contractor programs, and preparing detailed investigative reports, with opportunities to lead outreach initiatives and inter-departmental collaboration.

Qualifications

• Bachelor's degree from an accredited college or university in Business Administration, Personnel Management, Industrial Relations, Public Administration, Social Work or related field.
• Two (2) years progressively responsible experience in administration of comprehensive civil rights compliance programs or similar field.
• Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
• Knowledge of FTA EEO Circular 4704.1A, EEO Requirements and Guidelines for FTA recipients.
• Knowledge of FTA Circular 4702.1B, Title VI Requirements and Guidelines for FTA recipients.
• Must be proficient in Excel, Word, and other MS Office programs with the ability to learn new programs quickly.
• Experience utilizing database programs and ability to access information from the Internet and intranet.
• Ability to manage time and workload effectively which includes planning, organizing, and prioritizing tasks.
• Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships.
• Ability to execute tasks in a timely manner.
• Research and analytical skills.
• Certification as a Mediator for conflict resolution is desired but not required.

Responsibilities

• Performs updates to the Title VI, EEO and ADA programs to ensure federal compliance
• Monitors and reviews contractors and subrecipient’s TITLE VI programs and ensure compliance
• Assists the agency during outreach initiatives
• Leads training courses for EEO, Title VI and ADA employee awareness
• Conducts training and self-development
• Represents DART at inter-departmental and intra-departmental meetings and activities
• Supports employee recognition and awards programs to help influence culture within the agency
• Meets and confers with EEOCE team (weekly/monthly/quarterly)
• Collaborates with cross-functional teams (engagement working group/ELR/legal, etc.)
• Performs other related duties as assigned.

General Summary:

Minimum Knowledge, Skills, And Abilities Required

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

WORKING CONDITIONS

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
