US Federal Solutions is seeking an experienced Program Analyst II to support the U.S. Navy Bureau of Medicine and Surgery (BUMED) and the Navy Medicine Enterprise (NME) Strategy Management Office in Falls Church, Virginia.

This position offers the opportunity to work directly on strategic issues affecting Navy Medicine, military health services, organizational readiness, and enterprise-level decision-making. The Program Analyst II will provide research, analysis, strategic planning, and advisory support that helps Navy Medicine leadership understand emerging requirements, assess organizational impacts, and develop informed approaches to complex operational and policy challenges.

The ideal candidate brings a strong background in Department of Defense or Federal healthcare environments and has experience translating strategic issues, legislative requirements, policy direction, and operational information into meaningful analysis and recommendations for senior leaders.

Position Overview

The Program Analyst II will provide insight into current strategic issues, legislative imperatives, and policy directives that affect health services operations. The position requires an experienced analyst who can evaluate complex issues, identify implications for the organization, and help leadership align policies, strategic initiatives, and operational priorities.

Working as part of the Navy Medicine Enterprise support team, the Program Analyst II will contribute to strategic planning, organizational alignment, policy analysis, environmental scanning, executive-level engagements, and the development of decision-support products for Navy Medicine leadership.

Key Responsibilities
  • Analyze strategic issues, legislative requirements, policy directives, and emerging developments affecting Navy Medicine and health services operations.
  • Evaluate the potential organizational and operational impacts of new policies, initiatives, requirements, and external developments.
  • Support Navy Medicine leadership in aligning organizational priorities, strategic initiatives, policies, and operational activities.
  • Develop research, analysis, recommendations, briefing materials, issue papers, and other decision-support products for senior leaders.
  • Conduct environmental scanning to identify emerging trends, risks, opportunities, and developments that may affect Navy Medicine strategy and operations.
  • Assess organizational alignment across Navy Medicine programs, initiatives, and stakeholder groups and recommend opportunities for improved coordination.
  • Support the development and implementation of strategic planning processes, programs, procedures, and initiatives.
  • Provide analysis and recommendations that help leadership evaluate strategic alternatives and make informed decisions.
  • Contribute to policy assessments, metrics, strategic assessments, and other analytical products supporting enterprise-level planning.
  • Coordinate with Navy Medicine stakeholders to collect information, validate requirements, identify dependencies, and support enterprise-wide initiatives.
  • Support interactions between Navy Medicine leadership and external organizations on strategic management matters.
  • Monitor legislative, policy, operational, and organizational developments and communicate relevant implications to Government leadership.
  • Prepare clear and concise executive-level briefings, presentations, summaries, and analytical products for senior decision-makers.
  • Facilitate meetings and working sessions involving Government leaders, subject matter experts, and other stakeholders as needed.
  • Track strategic initiatives, actions, recommendations, and decisions to support accountability and organizational follow-through.

The broader Strategy Management effort includes environmental scanning, strategic planning, enterprise alignment, performance measurement, scenario planning, policy assessments, metrics, and recommendations designed to help Navy Medicine leadership mitigate risk and make informed decisions.

Work Location

The work is anticipated to be performed a minimum of 80% at the Government site at BUMED Headquarters in Falls Church, Virginia, with up to 20% contractor-site work when approved by the Government.

Security Requirements

The supporting requirement carries a Secret security requirement. Candidates must be able to meet applicable Government personnel security requirements for the position.

A successful Program Analyst II will become a trusted analytical resource to Navy Medicine leadership. You will be able to take complex strategic, legislative, policy, and operational information and turn it into clear insights that leaders can use to make decisions.

You will bring strong judgment, analytical depth, and an understanding of how DoD or Federal healthcare organizations operate. Most importantly, you will help connect strategy to execution by identifying emerging issues, assessing their impacts, coordinating across stakeholders, and developing practical recommendations that support the readiness and effectiveness of the Navy Medicine Enterprise.

Minimum Qualifications
  • Bachelor’s degree in Business, Healthcare Administration, Public Policy, or a related field.
  • 8 to 10 years of professional experience providing consulting, strategic planning, or operational analysis support within the Department of Defense or Federal healthcare environment.
  • Demonstrated experience supporting organizational alignment, policy development recommendations, or strategic initiatives.
  • Demonstrated ability to analyze complex organizational, policy, operational, or strategic issues.
  • Strong research, analytical, problem-solving, and critical-thinking skills.
  • Excellent written communication skills with experience developing executive-level analytical and decision-support products.
  • Strong verbal communication and presentation skills.
  • Ability to work effectively with senior Government leaders, military personnel, subject matter experts, and cross-functional stakeholder groups.
  • Ability to manage multiple priorities and deliver accurate, timely work in a fast-paced Government environment.
Preferred Qualifications
  • Master’s degree in Business, Healthcare Administration, Public Policy, Strategic Studies, or a related discipline.
  • Experience supporting Navy Medicine, BUMED, the Military Health System, Department of the Navy, or another DoD healthcare organization.
  • Experience supporting senior military officers, Flag Officers, Senior Executive Service personnel, or other executive-level Government leaders.
  • Background in healthcare strategy, military medical readiness, organizational transformation, policy analysis, or strategic planning.
  • Experience conducting environmental scans, trend analysis, strategic assessments, or scenario-planning activities.
  • Experience developing issue papers, policy assessments, executive briefings, strategic recommendations, or organizational performance metrics.
  • Familiarity with Department of Defense organizational structures and strategic planning processes.
