The analyst will collect, review, and analyze information to address agency challenges for the Department of Homeland Security, delivering findings and presentations to clients. Qualifications

  • Bachelor’s degree in business, HRM, or related field is required.
  • At least 2+ years of experience with Power BI or similar tools.
  • Minimum 4 years of experience as a government consultant or support contractor dealing with senior leaders.
  • At least 2 years’ experience analyzing data and presenting to executives.
  • U.S. citizenship and ability to pass a background check; DHS clearance preferred.

Responsibilities

  • Prepare and present reports on progress, performance and outcomes to senior leadership and stakeholders.
  • Facilitate sessions with stakeholders to document and improve business processes.
  • Use Power BI/Tableau to synthesize data and support executive decision‑making.
  • Develop analytical methods to integrate data from multiple sources and recommend solutions.
  • Establish KPIs to measure effectiveness of strategic initiatives.
  • Deliver schedule management and milestone tracking for client projects.
  • Prepare briefs, reports, slides and client discussions with clear findings.
  • Support studies, document notes, and create guides and trackers as needed.
  • Handle calendar support and meeting logistics for staff and projects.

Job description: Program Analyst

Constellation seeks an Program Analyst to join our team in Washington, DC, evaluating the processes, people, and technology for our clients’ operations. The Analyst, working independently or as part of a contractor team, will evaluate and solve the agency’s business challenges, specifically in support of the Department of Homeland Security’s law enforcement mission by collecting, reviewing, and analyzing information. The Analyst will utilize various communication strategies to prepare reports summarizing findings and present analysis to clients.

Key Responsibilities
  • Prepare and present reports on progress, performance, and outcomes to senior leadership and other stakeholders. Use performance data to inform strategic adjustments and continuous improvement efforts.
  • Facilitate sessions with stakeholders to understand and enhance business processes, producing documentation of process requirements and details.
  • Use tools like Power BI, Tableau or other visualization software to synthesize the information and assist senior executives in making decisions.
  • Develop analytical methods and tools to evaluate and integrate data from various sources to assess and recommend solutions to assigned problems.
  • Establish metrics and key performance indicators (KPIs) to assess the effectiveness of strategic initiatives.
  • Deliver schedule management and milestone tracking for various customer projects utilizing strong problem-solving and analytical skills.
  • Apply oral and written communication expertise to develop project deliverables, including analysis plans, written reports, briefing slides, and discussions with clients and stakeholders.
  • Support studies and meetings; document and compile notes; analyze data; develop guides, standard operating procedures, trackers, and publications, one pager, facts sheets, etc.
  • Provide calendar and meeting support, including scheduling, agenda preparation, and note taking for staff meetings and office projects.
  • Draft and edit memos, reports, and briefings for review and use by the customer.
  • Perform data entry and asset management functions to include inventory of assets in accordance with agency policies.
  • Monitor and respond to routine inquiries via the shared email box or phone, escalating when necessary to the senior leadership.
The ideal candidate must have the following experience, background, and credentials
  • Bachelor’s degree in business, Human Resource Management, or related field.
  • 2+ years of experience with Power BI or similar visualization tools.
  • Minimum of 4 years proven experience as a government consultant or support contractor collecting, analyzing, preparing, and presenting data to senior government leadership.
  • Minimum 2 years’ experience analyzing data, presenting findings and interacting with senior level executives of a government or large commercial enterprise.
  • Be a U.S. citizen able to pass a background investigation by the client agency. DHS clearance with CBP/ICE, or DoD Top-Secret preferred.
