Job description

Eccalon is seeking a Program Analyst – Indian Incentive Program (IIP) supporting the Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), specifically the Office of Small Business Programs (OSBP). The Program Analyst assigned to the IIP will support the management, policy implementation, and oversight of the IIP, a congressionally sponsored program that provides a 5 percent rebate to a prime contractor on the total amount subcontracted to a Native American owned Economic Enterprise or Native American Organization in accordance with DFARS Clause 252.226‑7001. This role provides analytical and administrative support to ensure timely processing of incentive payments, maintains IIP program data and reporting, and assists in stakeholder engagement and outreach activities.

The Program Analyst will work closely with the OSBP IIP Program Manager, acquisition stakeholders, and DoD Components to monitor program effectiveness, support process improvements, and promote increased participation in the program.

Key Responsibilities
  • Support the day-to-day operations of the Indian Incentive Program, including application intake, eligibility verification, and coordination with Defense Finance and Accounting Services (DFAS) and contracting offices.
  • Track, review, and update incentive payment requests and maintain records in IIP databases or tracking systems.
  • Assist in the development of IIP guidance, policy documentation, and Standard Operating Procedures (SOPs).
  • Compile and analyze program data to support performance reporting, compliance tracking, and budget execution.
  • Draft reports, briefings, and talking points for OSBP leadership on IIP activities and performance.
  • Coordinate with tribal business representatives, prime contractors, and DoD acquisition officials to promote awareness and resolve program issues.
  • Assist in planning and executing outreach events, training sessions, and program engagement with Indian‑Owned Business stakeholders.
Required Qualifications
  • Bachelor’s degree in Business Administration, Public Policy, Government, or a related field.
  • At least 3 years of relevant experience in federal acquisition, small business programs, or program analysis.
  • Familiarity with DoD acquisition regulations and contracting processes (FAR/DFARS).
  • Strong data analysis and reporting skills, including proficiency in Excel and data visualization tools.
  • Excellent organizational, written, and verbal communication skills.
  • Experience working with diverse stakeholders and managing competing priorities.
