Position: Program Financial Analyst – Lexington Park, Maryland (Hybrid)
Position Overview
ITC Defense is seeking a Program Financial Analyst to support the Program Management Office (PMO) in Lexington Park, Maryland. The Program Financial Analyst provides financial planning, analysis, budgeting, forecasting, and program control support across multiple government contracts and task orders. This position serves as a key business partner to Program Managers, Project Officers, Contracts, and Corporate Finance personnel by providing accurate financial reporting, actionable insights, and strategic recommendations to support successful contract execution and informed decision‑making.
Responsibilities
- Develop, maintain, and analyze program budgets, forecasts, and Estimates‑at‑Completion (EACs) for multiple contracts and task orders.
- Prepare monthly, quarterly, and ad hoc financial reports to support program and executive leadership decision‑making.
- Analyze actual costs against budgets and forecasts and identify cost drivers, risks, and opportunities.
- Perform financial modeling and scenario analysis to support strategic planning and business decisions.
- Support annual operating plans, financial planning activities, and long‑range forecasting.
- Monitor contract funding, expenditures, burn rates, and funding limitations to ensure financial compliance and program execution.
- Develop and maintain revenue forecasts and support monthly financial close activities.
- Monitor labor utilization, indirect costs, subcontract costs, travel, and Other Direct Costs (ODCs) against approved budgets.
- Develop staffing projections and labor plans to support program requirements and financial objectives.
- Prepare financial status reports, dashboards, and key performance indicators (KPIs) for program leadership.
- Prepare and maintain Estimates‑at‑Completion (EACs), revenue forecasts, and financial performance metrics.
- Conduct variance analysis and provide recommendations to improve financial performance and operational efficiency.
- Develop and maintain financial dashboards utilizing Microsoft Excel, Power BI, Power Automate, or similar reporting tools.
- Support monthly program reviews and executive briefings by providing financial data, trends, and analysis.
- Collaborate with Program Managers, Project Officers, Contracts, and Corporate Finance personnel to support contract execution and financial management activities.
- Review invoices, expenditures, and financial transactions for accuracy and compliance with contractual requirements and company policies.
- Monitor financial performance against contractual obligations and proactively identify potential risks and issues.
- Support contract modifications, funding actions, and financial impacts associated with scope changes.
- Ensure compliance with company policies, contract requirements, FAR, DFARS, and applicable government regulations.
- Support DCAA audits and customer financial data requests.
- Maintain financial documentation and records in accordance with corporate and contractual requirements.
- Identify and implement process improvements to enhance financial reporting accuracy, efficiency, and internal controls.
- Provide financial support to special projects and strategic initiatives as assigned.
- Perform other duties as assigned in support of program and corporate objectives.
Minimum Qualifications
- Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field.
- Minimum of three (3) years of experience in program finance, project controls, financial planning and analysis (FP&A), cost analysis, or government contract financial management.
- Minimum of two (2) years of experience supporting Department of Defense (DoD) contracts or other federal government programs.
- Experience developing and managing budgets, forecasts, and Estimates‑at‑Completion (EACs).
- Experience performing variance analysis and financial reporting within a government contracting environment.
- Advanced proficiency in Microsoft Excel, including pivot tables, lookups, formulas, and financial modeling.
- Strong analytical, organizational, and communication skills with exceptional attention to detail.
- Active or Interim DoD Secret Clearance, or the ability to obtain and maintain one.
Preferred Qualifications
- Experience with Deltek Costpoint, Cognos, Power BI, or other financial reporting systems.
- Experience supporting Cost‑Plus, Fixed‑Price, Time‑and‑Materials, and IDIQ contracts.
- Knowledge of Earned Value Management (EVM) principles and project control methodologies.
- Experience supporting Foreign Military Sales (FMS) programs.
- Experience supporting Department of Defense contracts, particularly within the U.S. Navy or NAVAIR environment.
- Experience supporting Program Management Offices (PMOs) in a government contracting environment.
- Professional certifications such as Certified Government Financial Manager (CGFM), Project Management Professional (PMP), or Certified Defense Financial Manager (CDFM).

Compensation
For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. The range is $65,000.00 - $95,000.00 annually. Additional discretionary annual incentive program may apply.
