Job summary

Integrity Technology Consultants, Inc. seeks a Senior-Level Program Integrator with TS/SCI and poly to support U.S. Government portfolios at Fort Meade.

The role focuses on holistic program health, cross-program analysis, and agile acquisition pathways aligned with AI innovation portfolios. Required are 12+ years in DoD program/contract/financial management, a relevant bachelor’s degree, and MS Excel mastery (pivot tables, slicers, pivot charts).

Qualifications

  • Bachelor’s degree required, business or technical focus.
  • 12+ years in DoD program/contract/financial management; degree or PMP/CPCM/DAWIA III with 3 extra years allowed.
  • Intermediate MS Excel proficiency incl. pivot tables, slicers and pivot charts.

Responsibilities

  • Assist program managers and leadership in monitoring and reporting program health.
  • Perform cross-program analysis to support portfolio decisions and investment actions.
  • Draft PM documents (SOWs, PMP, risk plans, acquisition strategies) and prepare executive reports.
  • Develop and present analysis findings on program/portfolio status.

ITC is a Woman Owned Small Business delivering exceptional consultation to the U.S. Government in Systems/Software Engineering, Cybersecurity Solutions, Mission Operations/INTEL Analysis, and Management Services in order to enable our customers to solve the most challenging problems. With continued growth comes opportunity, and we are currently searching for a Top Secret SCI with polygraph-cleared Senior-Level Program Integrator.

The Program Integrator shall assist individual program managers, initiative leads, and PEO leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio. Perform holistic analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative. Perform cross-program analysis to assist in responding to investment Portfolio (JP) actions and producing execution reports. Draft acquisition and program documents such as TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies. Prepare presentations to report analysis findings as well as program/ portfolio status.

Portfolio process innovation experience. Experience in designing and/or implementing portfolio management operating models – intake process, prioritization frameworks, investment decision gates, and governance structures that enable rapid innovation at scale. Demonstrated experience in process improvement methodologies and standing up new portfolio-level processes and frameworks in fast-paced innovation environments.

Agency specific operational depth as a foundation. Depth navigating Agency acquisition, budgetary, and organizational dynamics. For our first candidate anchoring this team, we need someone with demonstrated fluency in this agencies’ operating environment to know which institutional barriers to address and how to translate industry best practices in Agency reality. This PEO has an accelerated standup timeline, must already know agency processes and environment

Agile acquisition pathway experience. Fluency in emerging acquisition approaches aligned with AI innovation portfolios – Other Transaction Authorities, rapid prototype and continuous improvement acquisition pathways, and flexible funding models. Strong proficiency in agile execution frameworks (SAFe, PI Planning, Product Ownership), innovation-focused acquisition strategies over traditional program management. AI experience desired, but not required.

Requirements
  • TS/SCI with Poly required. (FS desired).
  • Bachelor’s Degree with a business focus or technical focus is required.
  • Twelve (12) years of demonstrated combined experience in DoD program management, contract management, and/or financial management, and a bachelor's degree with a business or technical focus is required. In lieu of a degree, Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level III in any focus area, and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted.
  • Familiarity with Plan-It is preferred. In lieu of certification, an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted.
  • Intermediate proficiency with MS Excel is required to include demonstrated use of pivot tables, slicers, and pivot charts.

Final salary can also be influenced by a position’s geographic location, Federal Government contract labor categories, and contract wage rates.

The salary Range for this position is: $170,000-200,000
