Job summary

Nakupuna Solutions in Washington, DC is seeking a Program Advisor II to support a Department of State client. The role focuses on monitoring, evaluation, and strategic advisory services to improve program effectiveness.

The candidate will possess a bachelor’s degree with 2–5 years of experience (or a master’s with 2–3 years), and must be able to work across agencies while providing actionable recommendations. A Top Secret clearance is required.

Qualifications

• Experience with quantitative and qualitative techniques for analyzing and evaluating complex mission-oriented programs.
• Knowledge of developing project and program plans, goals, objectives, and milestones involving complex programs.
• Experience assessing project progress, conducting briefings, and preparing comprehensive reports with solutions and recommendations for top-level managers and executives.
• Knowledge of the theories and principles of political science, international relations, security policy, economics, history, geography, or related disciplines in U.S. foreign policy analysis.
• Experience with geographic or functional specialty areas to advise on policy implications of issues/programs.
• Knowledge of current U.S. foreign policy objectives and programs and how they affect foreign assistance efforts.
• Knowledge of U.S. foreign affairs information sources, processes, and organizations to support department needs.

Responsibilities

• Conduct monitoring and evaluation of assigned projects; prepare documentation for quarterly and annual program reviews; conduct monitoring visits; identify challenges andRecommend actions.
• Represent the office's interests with assigned projects and assist leadership with project planning, implementation, and execution.
• Participate in cross-bureau, inter-Departmental, and interagency meetings to align programs with Department priorities.
• Research and analyze program requirements and advise on programs using quantitative and qualitative assessment methods to improve effectiveness.
• Assist Contracts/Grants Officer with contracts, grants, IAA, NOFOs; draft NOFOs and support reviews and closeouts.
• Report on the status of programs and provide examples of impact on bureau objectives.
