Job summary

State of Maryland is seeking a policy-focused professional to ensure DDA policies and practices are person-centered and family-oriented. The role emphasizes equity, access, and alignment with the Charting the LifeCourse framework to support individuals with intellectual and developmental disabilities and their families.

The position will provide policy expertise from the family perspective and lead statewide initiatives, coordinating with partners and agencies to enhance services and capacity

Qualifications

• Bachelor’s degree required in nursing, social work, psychology, education, counseling, or related field.
• Six years in health services, three years in Developmental Disabilities work related to treatment and development of clients, plus two years in managerial/supervisory role.
• Substitution options include Master’s/Doctorate in health or human services for up to two years of required experience; additional pathways described in notes.

LOCATION OF POSITION

Main Purpose of Job

Informed by the principles of Charting the LifeCourse (CtLC), this position will ensure that DDA’s policies, regulations, and practices are person-centered and family-oriented, address equity and access to services, and align with the agency’s mission to support children and adults with intellectual and developmental disabilities and their families to live their best lives. This position will provide policy expertise from the family perspective and lead the Maryland Community of Practice for Supporting Families (MD CoP-SF). This role advances systems change using the Charting the LifeCourse framework and manages key partnerships and agreements to support statewide implementation and capacity building to enhance the lives of people and families across the lifespan.

Minimum Qualifications

Education: A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Developmental Disabilities professional work related to treatment and development of developmentally disabled clients and two years must have been at the managerial or supervisory level.

Notes

• Candidates may substitute the possession of a Master’s degree or a Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.
• Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services for the required education.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

• Experience with DDA community resources, waiver programs, and family navigation.
• Strong communication skills.
• Understanding of cultural competency, equity, and the importance of culturally responsive, person-centered services.
• Experience engaging with stakeholders, including people with disabilities, families, providers, and community partners.
• Experience with project management, coordination, and implementation.
