Job summary

Telecare Corporation is seeking an experienced Program Administrator for Behavioral Health Operations in San Diego. This on-site leadership role oversees program performance, finances, and clinical quality, with responsibilities spanning operations, staff development, and partnerships with community stakeholders.

You will lead a team, ensure regulatory compliance, and respond to urgent operational needs outside regular hours.

Qualifications

• Master's degree in Social Services or a related qualifying discipline with applicable state licensure.
• Current California BBS license in good standing as an LCSW, LMFT, or LPCC.
• Four (4) years of experience in an administrative management position within a healthcare setting.
• Two (2) years of experience with responsibility for professional staff supervision, budgeting, program planning, and licensing.
• Understanding of community mental health services, psychiatric rehabilitation concepts, and recovery philosophy.
• Must be at least 21 years of age.
• Must meet applicable CPR, First Aid, and CPI certification requirements.
• Must successfully complete all applicable post-offer employment requirements, including background clearances, health screening, TB testing, exclusion checks, and degree/license verification.
• If driving is required, must maintain a valid driver's license, acceptable motor vehicle record, and required automobile insurance.

Responsibilities

• Oversee the overall administrative and operational functioning of the program.
• Establish the strategic direction and priorities of the program.
• Ensure compliance with policies, procedures, contractual requirements, and regulations.
• Oversee quality assurance and performance improvement efforts.
• Serve as privacy contact and maintain HIPAA records.
• Provide clinical supervision and oversight as applicable.
• Support licensed staff and ensure readiness for regulatory requirements.
• Balance program operations with member care quality and financial health.

Education

Master's degree in Social Services or related qualifying discipline

California BBS licensed (LCSW/LMFT/LPCC)

Administrative management experience

Staff supervision and budgeting

Understanding of community mental health and recovery

CPR, First Aid, CPI certification
