The Ohio Department of Taxation is seeking to fill one (1) Program Administrator 3 position in the Information Technology Division.

What you’ll do as a Program Administrator 3:

  • Support internal and external audit engagements related to tax processing, revenue systems, and taxpayer data handling, ensuring compliance with IRS Publication 1075 (Federal Tax Information safeguarding) and NIST SP 800-53 control requirements.
  • Maintain risk and control matrices for core tax administration by documenting control owners, testing frequency, and known gaps under senior staff guidance.
  • Support compliance automation and configuration and use GRC/compliance tracking tools to log control testing results, evidence, and corrective action plans.
  • Assist in building basic automated monitoring reports using SQL queries, Excel/Power Query, or Power BI to flag unusual access patterns, unauthorized data exports, or control exceptions.
  • Support IRS Safeguard Review and state audit preparation by compiling documentation, verifying Safeguard Security Report (SSR) evidence, and maintaining audit-readiness of the FTI inventory and data flow diagrams.
  • Assist with vendor and interagency data-sharing agreement reviews, tracking compliance status of contractors and third parties with access to federal tax information or confidential taxpayer records.
  • Maintain the audit evidence repository and documentation library, ensuring proper version control, restricted access logging, and retention schedules in line with state records-retention statutes.
  • Run routine data analytics and reconciliation checks (using SQL or Excel macros) to support fraud detection efforts, identify processing anomalies, and support the audit team's substantive testing procedures.
  • Track remediation of audit and IRS Safeguard findings using departmental workflow/ticketing tools, following up with process owners on corrective action status and documentation.
  • Stay informed on evolving federal and state compliance requirements (IRS Pub 1075 updates, state information security policies, NIST framework revisions) and assist in updating internal control documentation and procedures accordingly.

Qualifications
  • 5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.
  • -Or completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.
  • -Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.
