Position Summary

Under the administrative direction of the Senior Financial Manager, the Business Office Manager plans, directs, and coordinates all operations of the Business Office at the Columbus Developmental Center. This position oversees Fiscal Services, the Storeroom, and Special Projects. The manager evaluates business office support service functions including timekeeping, purchasing, client funds, Medicaid/Medicare billing, and vouchering. This role ensures compliance with state and federal regulations, provides fiscal oversight, and supports center operations through effective accounting and business practices.

Key Responsibilities
  • Oversee all Business Office operations, ensuring financial accuracy, segregation of duties, and compliance with regulations.
  • Supervise Business Office staff, assign work, evaluate performance, approve leave and overtime, and monitor workflow.
  • Develop, implement, and interpret policies related to business operations, including inventory, maintenance, client funds, and food service.
  • Prepare annual and bi-annual budgets by collecting, analyzing, and formatting required data.
  • Monitor expenditures for efficiency and compliance; approve purchase orders and sign checks/vouchers.
  • Meet with department heads to resolve fiscal issues and ensure smooth financial operations.
  • Manage Medicaid/Medicare reimbursement and oversee preparation of Medicaid cost reports for submission to central office.
  • Review fiscal reports including payroll, purchasing, budget status, and cost reports.
  • Administer Personal Service Contracts from purchase requests through payment.
  • Serve as liaison with state accounting, state purchasing, central office, and state/federal auditors.
  • Participate in committees such as executive team and Citizens Advisory Council.
  • Serve as Administrator on Call and act as hearing officer for pre‑disciplinary meetings.
  • Establish auditing systems for client inventories and spending money.

  • Hourly wage will be paid at step 1, unless otherwise specified bycollective bargaining agreement or rules outlined in the ORC/OAC.
