Job summary

Kansas Livestock Waste Management Program under KDHE seeks an engineering professional to review and approve plans for construction or modification of livestock waste systems. You will assess permit applications against design standards, guidance, and regulations, coordinating with district staff, consultants, and facility owners.

The role requires a four-year civil/environmental/chemical engineering degree, PE license, and experience with design/review of livestock waste management systems.

Qualifications

• Education: High School, GED.
• Valid Driver's License required.
• Four-year engineering degree in Civil, Environmental or Chemical Engineering (ABET-accredited).
• Professional Engineer license recognized by the Kansas Board of Technical Professions.
• ABET/Earth science related background preferred; agricultural, geological, environmental or civil.

Responsibilities

• Participate in all aspects of the Kansas Livestock Waste Management Program's engineering unit, including acting as lead engineer.

Position Summary & Responsibilities

Participate in the review and approval of plan specifications for the construction or modification of devices, facilities and systems related to agricultural waste management. Conduct reviews of permit applications for livestock waste management systems. Applications shall be assessed for conformance with the applicable Design Standards for Confined Feeding Facilities, LWM guidance, and state and federal statutes and regulations. An application can include but would not be limited to the following plans: engineering plans and specifications, engineering design reports, KDHE Waste Management Plan, Manure Management Plan, Odor Control Plan, Dead Animal Handling Plan, Emergency Response Plan, Operation and Maintenance Plan, Closure Plan, and Closure Cost Estimates. Review requires coordination with KDHE district staff, LWM section staff, consultants, engineers, facility owners and other interested parties. The review also requires the utilization of informational sources such as databases, design standards, regional reports such as soil surveys, geologic reports, etc.; research papers, county environmental staff, water supply data and reports, etc. As needed, make onsite visits to livestock waste management facilities in order to obtain additional information needed to complete review.

Job Responsibilities may include but are not limited to the following:
Participate in all aspects of the Kansas Livestock Waste Management Program's engineering unit. This includes acting as the lead worker for the engineering unit and assisting in the training of new LWM section engineers. This also includes assisting in the development and oversight of a system for the prioritization and tracking of permit applications for the modification of existing confined feeding facilities (CFFs) or the construction of new CFFs.

• Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
• Minimum Qualifications:
• Four years degree in Civil, Environmental or Chemical Engineering (Accredited Program) Entry Positions will work towards.
• Professional Engineering and/or Professional Geologist license recognized by the Kansas Board of Technical Professions
• ABET Engineering Degree Prefer Earth Science related; Agricultural, Geological, Environmental, or Civil
