The Louisville Metro Government is seeking a Procurement Supervisor to oversee purchasing activities and ensure compliance with regulations. This role involves evaluating policies, providing technical assistance, and supervising procurement training, requiring a Bachelor's degree and relevant experience.
Summary Objective
The purpose of this position is to supervise purchasing activities for the acquisition of supplies and services in conformance with Federal, State, and local regulations.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
• Evaluates policies, procedures, programs and services and recommends modifications.
• Plans, develops and implements programs, policies and procedures.
• Provides technical assistance and instruction concerning public procurement procedures, policies and operations.
• Confers with departments on procurement planning needs.
• Participates in meetings with governmental agencies, departments, suppliers, and contractors serving as a resource for issues related to purchasing operations, policies, and procedures.
• Collects statistical data, prepares reports and analysis, and completes special projects.
• Researches and reviews new marketplace products and services.
• Directs the daily workflow and schedule of purchasing activities.
• Supervises the review of requisitions and bid proposals for unique and complex commodities and services.
• Develop and conduct internal and external procurement training.
• Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
• Bachelor’s Degree in Business or Public Administration or related discipline.
• Four (4) years of equipment, supplies, services or commodities purchasing or buying experience or an equivalent combination of education, training and experience.
OTHER MINIMUM REQUIREMENTS
• Must obtain Certified Professional Public Buyer (CPPB) within two (2) years of date of hire.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
