Job summary

WorkForce WV is seeking an experienced Procurement Supervisor in Kanawha County. This exempt role leads centralized purchasing, writes and awards bids, and ensures contract compliance across multiple agencies.

Responsibilities include supervising staff, maintaining a contract-tracking system, and coordinating purchasing card activities. Bachelor's degree required; 5 years of purchasing experience with leadership exposure; master’s degree may substitute for experience.

Qualifications

  • Bachelor's degree from a regionally accredited college or university.
  • Five years of full‑time or equivalent experience in centralized purchasing.
  • At least one year in a lead worker capacity with centralized Purchasing.
  • Master's degree may substitute for experience (1 year edu = 15 semester hours), not counting toward supervisory experience.

Responsibilities

  • Perform purchasing of goods and services for WorkForce WV (WFWV).
  • Write, review, publish, evaluate, and award bids within the required timeframe.
  • Approve purchasing documents in OASIS for customer agencies and facilities.
  • Monitor and maintain awarded contracts during their term.
  • Plan, assign, and review the work of subordinates; conduct performance appraisals.
  • Implement and maintain a contract tracking system; handle renewals and price adjustments.
  • Coordinate purchasing card activities.
  • Ensure compliance with contract terms and conditions.

WF260062 – Procurement Supervisor – Kanawha County
EXEMPT POSITION

At WorkForce WV (WFWV), this position is in the Fiscal and Administrative Management unit. Under limited supervision, this position also performs and coordinates advanced-level purchasing of a variety of goods and services for WFWV. Writes, reviews, publishes, evaluates, and awards bids for goods and services within an assigned timeframe. Has authority to approve purchasing documents in OASIS for customer agencies and customer facilities. Monitors and maintains awarded contracts during the term of the contract. Ensures compliance with the terms and conditions of all contracts. In addition to performing purchasing, regulation and inventory duties, work includes planning, assigning and reviewing the work of subordinates, conducting employee performance appraisals and interpretation and application of related policies and procedures. Implements and maintains a contract tracking system. Implements and writes changes to contracts for renewal, price adjustments, or changes to other terms and conditions. Prior to publishing, reviews questions for quotations written. Inputs/reviews purchasing documents in OASIS. This position functions as a purchasing card coordinator. Please note, this is an exempt position and is not covered under the merit system administered by the West Virginia Division of Personnel. May perform other related duties as assigned.

Training

Bachelor's degree from a regionally accredited college or university.

OR

Substitution: Full-time or equivalent part‑time paid experience as described below may substitute for the required training at the rate of one (1) year of experience for 30 credit hours of education.

AND

Experience: Five (5) years of full‑time or equivalent part‑time paid experience in a broad range of purchasing of commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit, at least one (1) year of which must have been in a lead worker capacity with the centralized State Purchasing Division or a large Department's centralized Purchasing Division. Purchasing experience must be for direct use of the industry or governmental unit, not for retail sales.

OR

Substitution: A Master's degree from a regionally accredited college or university may substitute for the required experience at a rate of one (1) year of experience for 15 semester hours of education not to exceed two (2) years but will not count toward the required supervisory experience.
