Job summary

The Honolulu Board of Water Supply, Office of the Manager and Chief Engineer, is seeking a Procurement & Specifications Specialist II to join its centralized purchasing team in Honolulu. In this role, you will perform professional procurement work and develop specifications for a wide variety of goods, services, and construction projects.

Qualifications

  • Six months of technical experience in centralized purchasing and standards and specifications development.
  • Knowledge of basic principles of economics, supply and demand, purchasing, and specifications development.
  • Knowledge of common types of commodities and services and sources of supply.
  • Knowledge of interviewing techniques.
  • Knowledge of research principles, techniques and methods.
  • Ability to evaluate the quality and suitability of commodities and services.
  • Ability to prepare and revise commodity and service specifications for informal purchases.
  • Ability to evaluate market conditions and price trends.
  • Ability to establish and maintain good working relationships with vendors, technical consultants and operating agencies.

Responsibilities

  • Assist in reviewing and preparing solicitations for goods, services, construction, and land lease contracts.
  • Provide guidance to vendors by responding to inquiries and clarifying bid requirements.
  • Receive and evaluate bid quotations, recommend contract awards with appropriate justification, and prepare and issue award documents upon approval.
  • Oversees administration of executed contracts to ensure compliance and resolution of performance issues.
  • Perform other related duties as required for the role.

The Honolulu Board of Water Supply, Office of the Manager and Chief Engineer, is seeking a Procurement & Specifications Specialist II to join its centralized purchasing team in Honolulu. In this role, you will perform professional procurement work and develop specifications for a wide variety of goods, services, and construction projects. You will play a key role in supporting the Board of Water Supply's procurement program by ensuring procurements are conducted efficiently, competitively, and in compliance with applicable laws, policies, and procedures.

  • Assist in reviewing and preparing solicitations for goods, services, construction, and land lease contracts.
  • Provide guidance to vendors by responding to inquiries and clarifying bid requirements.
  • Receive and evaluate bid quotations, recommend contract awards with appropriate justification, and prepare and issue award documents upon approval.

Education requirements and related information are listed below.

Education Requirement

Equivalent to graduation from an accredited college or university with major work in business or public administration, marketing, economics or a related field.

Substitution: Work experience may be substituted for a bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree.

For example:

  1. Four years of professional work experience, in any occupation, may substitute for a general bachelor’s degree.
  2. Four years of general work experience (does not need to be professional level experience) in purchasing or procurement may substitute for a general bachelor’s degree.

Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Experience Requirement
