Job summary

Honolulu Board of Water Supply is seeking a Procurement & Specifications Specialist II to join its centralized purchasing team in Honolulu. The role focuses on professional procurement, developing specifications for goods, services, and construction, and ensuring compliance with laws and policies.

You will review solicitations, respond to inquiries, evaluate bids, and guide vendors while managing contract administration and performance.

Qualifications

• Requires a bachelor’s degree or equivalent experience; substitution allowed year-for-year for degrees.
• Knowledge of economics, supply and demand, purchasing, and specifications development.
• Familiarity with evaluating commodities, services and market trends.
• Ability to develop and revise specifications for purchases and contracts.
• Ability to manage vendor communications and respond to inquiries.

Responsibilities

• Assist in reviewing and preparing solicitations for goods, services, construction, and land leases.
• Provide guidance to vendors by responding to inquiries and clarifying bid requirements.
• Receive and evaluate bid quotations and prepare award documents with justification.
• Oversee administration of executed contracts to ensure compliance and resolve performance issues.
• Perform other related duties as required for the role.
