Job summary

The City of Chesapeake is seeking a Procurement Specialist I/II to join the PURCHASING department in Chesapeake, VA. This public-sector role supports review of requisitions, prepares bid documents, solicits proposals, and coordinates with vendors to ensure timely, compliant procurements.

The position requires a bachelor’s degree (master’s may substitute one year) and relevant experience; Specialist II prefers two years and governmental certifications.

Qualifications

  • Bachelor’s degree in purchasing, marketing, business management, or related field; master’s can substitute for one year of experience.
  • Procurement experience: 1 year for Specialist I, or 2 years for Specialist II in public procurement or related.
  • Valid driver’s license per City Driving Standards.
  • Procurement certifications (VCA, PPA) desired for Specialist II.
  • Emergency/extended hours may be required.

Responsibilities

  • Reviews standard requisitions and supports procurement of goods and services, ensuring timely processing and adherence to regulations.
  • Prepares and revises bid solicitation documents for competitive sealed bids and negotiations.
  • Solicits proposals and/or bids for routine procurements of professional services, non-professional services, equipment, goods, and other services.
  • Coordinates with bidders to research availability of goods and services, determine awards, provide guidance and respond to questions.
  • Places purchase orders for supplies, materials, and equipment through competitive bidding.
  • Organizes pre-bid conferences and proposal evaluation committees; presents findings to management.
  • Prepares documentation such as reports and correspondence to communicate information and maintain vendor relations.
  • Performs other related duties as assigned.

Required Qualifications

Vocational/Educational Requirement:

Procurement Specialist I: Requires any combination of education and experience equivalent to a bachelor’s degree in purchasing, marketing, business management, or a closely related field. A master’s degree in business administration, public administration, or related field can substitute for one year of related full-time experience.

Procurement Specialist II: Requires any combination of education and experience equivalent to a bachelor’s degree in purchasing, marketing, business management, or a closely related field.

Experience:

Procurement Specialist I: In addition to satisfying the vocational/education standards, this job class requires a minimum of one year of directly related, full-time equivalent experience or a minimum of three years of full-time experience in a position that requires the following professional skills: coordination of people, programs, tasks and/or money; written and verbal communication; customer service; attention to detail; and working in a team environment.

Procurement Specialist II: In addition to satisfying the vocational/education standards, this class requires a minimum of two years of related, full-time equivalent experience in formal complex solicitations such as Request for Proposals and Invitation for Bids.

Special Certifications and Licenses: Requires a valid driver’s license and driving record in compliance with City Driving Standards.

Procurement Specialist II: Governmental procurement certifications VCA , PPA , or other equivalent are desired. Requires a valid driver’s license and driving record in compliance with City Driving Standards.

Special Requirements: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
