Job summary

Commonwealth of VA Careers is seeking a VIB Procurement Officer to manage statewide procurement activities for the Virginia Industries for the Blind. The role ensures purchases meet Virginia procurement regulations and VIB procedures, including approvals for higher spend, and coordination with end-users and vendors.

Responsibilities include contract management, supplier communication, and system troubleshooting across eVA and Counterpoint, with backup support for related clerical procurement

Qualifications

• Certification as Virginia Contracting Associate.
• Experience in development of specifications and competitive solicitations.
• Knowledge of VPPA and APSPM procurement rules.
• Proficiency with eVA procurement systems, e-commerce, and inventory management.

Responsibilities

• Process all purchases in accordance with Commonwealth Purchasing Regulations and VIB procedures.
• Obtain approvals for procurements exceeding delegated spend authority.
• Provide procurement guidance to end-users and troubleshoot procurement systems.
• Maintain procurement files with required documents (requisitions, quotes, POs).
• Assist with BSC Counterpoint purchases as needed.
