Job description

The Procurement Officer Senior – Buyer is a full-time Civil Service position within the Department of Finance, Division of Purchases. This role involves managing sourcing events, conducting negotiations, developing contracts, and performing additional duties to facilitate the purchase of goods and services for Metro departments and agencies.

Metro Finance comprises several divisions, including procurement, treasury, and management and budget. Employees in this department provide financial management, information, and business products to policymakers, departments, investors, and the Nashville community to foster confidence in our government and support informed decision-making.

Responsibilities include:

1. Developing solicitations with departmental staff, including technical requirements, scopes of work, and evaluation criteria.
2. Managing sourcing events such as requests for proposal, invitations to bid, reverse auctions, sole sources, emergencies, and cooperative purchases.
3. Scheduling and conducting pre-offer meetings for solicitations.
4. Vetting, appointing, and training evaluation committee members.
5. Reviewing offers for responsiveness and responsibility.
6. Evaluating, scoring offers, and developing written justifications and awards.
7. Leading contract negotiations and developing contracts in collaboration with relevant parties.
8. Coordinating with various officers and groups regarding supplier outreach, performance indicators, and diversity initiatives.
9. Participating in continuous improvement activities and assisting with training and onboarding.
10. Ensuring procurement activities comply with laws, policies, and regulations.

Qualifications:

• Bachelor’s Degree in a finance-related field and three (3) years of professional experience, or postgraduate degrees in a relevant field.
• Additional education may substitute for experience.

Licenses Required: Valid driver’s license.
