Title: Senior Cost Estimator

REQUIRED QUALIFICATIONS: EDUCATION & EXPERIENCE

Education: A Master's degree in business, construction management, technical, engineering, or a related area with 2 years of practical experience; or a Bachelor's degree with 5 years of experience; or an associate degree with 8 years of experience; or a high school diploma with 12 years of relevant experience.

Experience/Skills: Proficiency in automated accounting, budgeting, cost management, and estimating systems; knowledge of project management, cost and schedule control, operations, maintenance, or project startup and construction; demonstrated skill in conceptual estimating, coordination with technical personnel, and understanding of field construction techniques, labor, and equipment requirements.

OTHER REQUIRED QUALIFICATIONS

Area Security Access: Must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required, but the candidate will be notified when to apply based on work assignments. Candidates with an active DOE clearance within the past two years are preferred.

DUTIES

Responsible for organizing, developing, analyzing, and maintaining project controls, financial analysis, and estimating applications to monitor objectives and prepare management reports. Provide management with cost and schedule control throughout the project lifecycle. Coordinate and oversee estimating activities with limited supervision. Responsibilities include:

  1. Develop comprehensive cost estimates for facilities of varying complexity, including conceptual design estimates based on less than 15% complete designs.
  2. Ensure validity of project coding structures and work packages.
  3. Design or assist in designing a Work Breakdown Structure for capturing all cost components.
  4. Participate with the Lead Estimator in developing estimate basis.
  5. Identify incomplete design definitions and omissions in scope.
  6. Develop quantity estimates from drawings and parametric techniques for undefined scope.
  7. Create material, labor, and subcontract take-offs; coordinate with engineering, purchasing, and construction.
  8. Understand indirect and conceptual estimating.
  9. Oversee development of discipline material take-offs, pricing, and labor effort-hours.
  10. Explain complex estimates to internal and external customers and negotiate acceptance.
  11. Establish or implement cost estimating databases, perform trend analysis, and support management decisions.
  12. Prepare discipline Change Order Estimates and maintain estimating schedules and systems.
  13. Present findings and recommendations to management as needed.
Work Hours

Scheduled for 40 hours per week, with various schedules including 5/8s, 4/10s, or 9/80s. Overtime may be required at times based on project needs.
