Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Procurement Manager with civil experience related to railways/transit in the New York City, NY & Newark, NJ area.

The ideal candidate has 5 years of experience in the procurement of government contracts in a construction setting, as well as a Bachelor's Degree from an accredited college or university with a major in business administration, Supply Chain Management, or a related field.

If selected, candidates will need to provide digital proof of licensure and certification for all U.S.-based accolades, including academic degrees, before the interview. This information will be handled with discretion and used solely for employment purposes with various government agency clients and related background checks.

This is a full-time, hybrid position based in New York, NY.

Job Responsibilities

• Identify and pre-qualify suppliers and subcontractors meeting project requirements
• Conduct background checks and evaluate suppliers based on cost, quality, reliability, and compliance with standards
• Assist in preparing, issuing, and tracking purchase orders for materials, equipment, and services
• Coordinate with the procurement team to ensure accurate and timely delivery of orders to meet project deadlines
• Maintain records of procurement documents, including contracts, purchase orders, and amendments
• Ensure documentation complies with project, regulatory, and audit standards
• Serve as a contact for suppliers regarding order status, delivery, and procurement issues
• Resolve logistical and scheduling conflicts with suppliers and project teams
• Assist with budget tracking to ensure procurement aligns with project budgets
• Perform other related duties as appropriate

Qualifications

• Bachelor’s Degree in business administration, Supply Chain Management, or related field; advanced degrees are a plus
• Minimum of 10 years of experience in business management within construction
• At least 3 years of experience in government procurement and handling capital change orders in the public sector
• Proficiency in Microsoft Office and procurement software
• Experience with rail, tunnel, structural, station, or soil construction
• Ability to pass TWIC and/or SWAC background checks at a high level
• Strong written and verbal communication skills
