Job summary

Midlands Technical College seeks a Procurement Manager I to support the Procurement Director in overseeing and executing procurement activities for the college. You will ensure compliance with the SC Consolidated Procurement Code, regulations, and college policies, and manage a range of duties from solicitation preparation to contract and purchase order administration.

Qualifications

• Bachelor's degree and four years of full-time government purchasing experience.
• Knowledge of the SC Consolidated Procurement Code and Regulations.
• CPPB or CPPO certifications preferred.
• Strong analytical, written and verbal communication skills.
• Ability to work independently and in a team.

Responsibilities

• Processes purchase orders ranging from general/small to complex, including competitive procurement.
• Ensures procurements have proper documentation (quotes, justifications, ads, references to statewide contracts).
• Processes change orders for purchase orders.
• Assists in assigning purchase orders to buyers for processing.
• Advises on internal procurement policies and SC codes/regulations.
• Coordinates and evaluates solicitations for compliance with college policies and SC Code.
• Performs procurement, sourcing, award, and administration of contracts, including complex IT and services.
• Prepares specifications, source selection, and bid/proposal awards.
• Maintains ongoing contract administration to ensure compliance.
• Handles procurement duties including negotiations, protests, FOIA responses, etc.
• Maintains relationships with internal and external customers.
• Collaborates with college departments to resolve procurement challenges.
• Assists the Procurement Director in training staff.
