Qualifications

• Requires a Bachelor's degree in business or a related field.
• Seven years of progressive professional experience with at least three years in supervision.
• Certification in procurement/contract management is a plus.
• Experience in developing specifications and contract terms is preferred.

Responsibilities

• Directs the HAS Formal Procurement Section and manages contract actions.
• Trains, counsels, mentors, and evaluates procurement staff.
• Develops policies, procedures, and internal controls for procurement.
• Ensures compliance with city, state, and federal procurement laws.
• Oversees competitive procurement processes and solicitation packages.
