Job summary

City of Houston is seeking a Division Manager to lead the Formal Procurement (Specifications) Section for the Houston Airport System. The role requires directing procurement, contract actions, and staff performance while ensuring compliance with city, state, and federal regulations.

The position supervises procurement professionals, develops policies, and coordinates with legal, finance, and other stakeholders to achieve timely, compliant solicitations and awards.

Qualifications

• Bachelor's degree in Business Administration, Accounting, Engineering or a related field.
• Seven years of progressive professional experience in procurement, with at least three in a supervisory capacity.
• Master's degree may substitute for two years of experience; related professional experience may substitute for education on a year-for-year basis.

Responsibilities

• Directs and oversees the daily operations of the HAS Formal Procurement and (Specifications) Section, including planning, development, coordination, review, and processing of formal procurement and contract actions.
• Manages staff, establishes performance expectations, and ensures resources meet priorities.
• Provides strategic guidance on procurement methods, contract structures, and evaluation criteria to HAS business units.
