Who We Are

The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported higher education institutions; manages Ohio's school facility programs which support the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

The Commission sets uniform rules, procedures, and standardized documents for state construction under Chapter 153.

The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State Architect. In 2013, the Commission undertook oversight of the cultural facilities grants program. In 2017, the legislature further folded all OSFC duties and responsibilities into the Commission, consolidating guidance and oversight for its various programs into one entity.

In 2021, the Commission celebrated 100 years of public construction in the Buckeye State.

What We Do

The Ohio Facilities Construction Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohio's school facility programs, which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.

What You'll Do

  • Coordinates the construction procurement functions of the agency, in cooperation with other procurement staff
  • Ensures compliance with policies and procedures for solicitation, evaluation, selection, and award of contracts for professional design, consulting, and construction services
  • Assists in coordinating the procurement, advertising, and solicitation process
  • Coordinates and updates bid tracking and procurement award tracking tools
  • Serves on teams for shortlisting, interviewing, and selecting firms
  • Supports contract negotiations
  • Provides guidance, training, and outreach to staff and external customers on procurement issues
  • Supports the Encouraging Diversity Growth and Equity (EDGE) program
  • Supports vendor performance evaluation database and process, including reviews with the quality construction team on proposed contractor and subcontractor lists
  • Provides support to Projects and Legal teams for debriefs, protests, and public records related to procurement
  • Coordinates and schedules meetings to accomplish these duties
  • Stays current and utilizes agency information technology and data tools that support the procurement function, including OAKS-CI, Bid Express, Ohio Buys, the agency website, metrics, and data transformation
  • Screens requests for the DAS Requisite Program
  • Coordinates with appropriate staff to grant waivers or reject requests in Ohio Buys
  • Supports consultant list reservations and agreements in OAKS-CI
  • Supports agency grant programs, including cultural facilities
  • Community schools, school safety, and other grant programs assigned to the agency
  • Supports the procurement of supplies and services contracts as requested by the Finance office
  • Participates in agency and section initiatives and goals
  • Other duties as assigned

Maternity Benefits Available To Enrolled State Employees

The State of Ohio is expanding maternity health care benefits available to state employees enrolled in the Ohio Med PPO and Ohio Med NN (narrow network) medical plan options. Several prenatal, childbirth, and post-childbirth services will be provided at no out-of-pocket cost to employees utilizing network providers.

Examples of services now covered by network providers at 100% include:

Prenatal care, including physician visits and examinations.

Home health care services are designated as maternity care (for expectant members on bed rest).

Inpatient claims for all types of delivery.

Inpatient NICU claims, from birth through discharge.

Postpartum care, including office visits for follow-up, and procedures/treatments directly related to maternity.

Medications prescribed for both antepartum and postpartum conditions (e.g., morning sickness, postpartum depression). Medical services provided by non-network providers will be processed at the applicable coinsurance, deductible, and out-of-pocket limits.

Prescription drugs that are directly related to maternity care will be covered with no copay. The State of Ohio has collaborated with the prescription drug third-party administrator (OptumRx) to provide a list of covered medications that can be approved for zero copays via prior authorization from providers.

The State of Ohio offers a variety of educational and professional development funding that varies based on whether you are a union-exempt employee or a union-represented employee.

Ohio Public Employees Retirement System

OPERS is the retirement system for State of Ohio employees. The employee contributes 10% of their salary towards their retirement. The employer contributes an amount equal to 14% of the employee’s salary. Visit the OPERS website for more information.
