Honolulu Authority for Rapid Transportation (HART) is seeking a dedicated Procurement and Contracts Manager to join its team in Honolulu. Reporting to the Director of Procurement and Contract Administration, this role manages procurement processes and contracts for design, construction, utilities, and professional services.

• At least three years of experience in procurement, design & construction, professional services, utilities, or contract administration.

Responsibilities

• Provide day-to-day procurement and contract management support.
• Develop solicitation packages compliant with federal and state regulations.
• Receive, secure, and record bids/proposals; assist in public bid openings.
• Conduct training for Evaluation and Review Committee and review contract amendments or change orders.
• Analyze invoices for contract accuracy and recommended payments.
• Collaborate with project managers and departments for Change Control Committee presentations.
• Coordinate with legal counsel on matters requiring legal review.
• Audit contract procedures and respond to auditor inquiries.
