Job summary

Honolulu Authority for Rapid Transportation (HART) seeks a dedicated Procurement and Contracts Manager to oversee procurement processes and contract administration for design, construction, utilities, and professional services at its Honolulu offices. Reporting to the Director of Procurement and Contract Administration, this role ensures compliance and effective contract management.

Work alongside project managers to prepare solicitation packages, evaluate bids, and support change orders.

Qualifications

  • Bachelor’s degree required; relevant work experience may substitute for formal education.

Responsibilities

  • Provide day-to-day procurement and contract management support and draft follow-up correspondence.
  • Develop solicitation packages compliant with federal and state regulations.
  • Receive, secure, and record bids/proposals; assist in public bid openings.
  • Conduct training for Evaluation and Review Committee and review contract amendments.
  • Analyze invoices for contract accuracy and recommended payments.
  • Collaborate with project managers to prepare documents for presentations to Change Control Committee or HART Board.
  • Coordinate with legal counsel on matters requiring legal review.
  • Audit contract procedures and respond to auditor inquiries.

The Honolulu Authority for Rapid Transportation (HART) is the public transit authority responsible for planning and constructing Skyline, Honolulu’s rail transit system. It is the first fully automated, driverless urban light metro system in the United States and represents the largest public infrastructure project in the history of Hawaii.

HART is seeking a dedicated and proactive Procurement and Contracts Manager to join its team.Reporting to the Director of Procurement and Contract Administration, this position plays a critical role in managing procurement processes and contracts for various services, including design and construction, utilities, and professional services.

Job Duties & Responsibilities
  • Provide day-to-day procurement and contract management support, including addressing inquiries, identifying noncompliance issues, and drafting follow-up correspondence.
  • Develop solicitation packages that comply with federal and state regulations to meet project objectives.
  • Receive, secure, and record bids/proposals; assist in conducting public bid openings.
  • Conduct training for the Evaluation and Review Committee and reviews necessary documentation for contract amendments or change orders.
  • Analyze invoices for contract accuracy and recommended payment amounts.
  • Collaborate with project managers and other departments to prepare documents for presentations to the Change Control Committee, executive management, or the HART Board.
  • Coordinate with legal counsel on matters requiring legal review.
  • Audit contract procedures and respond to auditor inquiries.
  • Bachelor’s degree in Business Administration, Public Administration, Engineering, Construction Management, or a related field (relevant work experience may substitute for formal education).
  • At least three years of applicable work experience demonstrating substantive knowledge and understanding of procurement, design and construction, professional services, utilities, third party, and/or contract administration.

Work Schedule and Location
  • Schedule:Monday – Friday, 8-hour shift.

  • Relocation:HART does not cover relocation costs.Candidates must be able to reliably commute or relocate to Honolulu by first day of employment.
