Job summary

Maryland Department of Human Services is seeking a Contract and Procurement Unit Manager in Baltimore to oversee daily staff activities, contract modifications, and procurement operations. The role ensures compliance with federal and state procurement laws and guides purchasing to support agency goals.

The position requires extensive experience in enterprise-wide procurement and supplier coordination, with a focus on maintaining proper budget controls and contract performance.

Qualifications

• Experience in interpreting and applying procurement laws, regulations, and policies.
• Strong background in soliciting, evaluating, negotiating and awarding contracts.
• Experience with eProcurement and contract monitoring is preferred.

Responsibilities

• Provides daily oversight and direction of staff who perform contract and procurement functions.
• Oversees contract modifications, renewal options, and current contract renewals.
• Oversees purchasing activities to acquire goods and services for the agency.
• Ensures budget codes are used prior to requisitions and purchase orders.
