Job summary

The Maryland Department of Commerce is seeking a Procurement Specialist (Procurement Officer I) to procure goods and services for the Division of Administration and Technology, in Baltimore. The role will manage bids, negotiations and contract awards in compliance with state laws.

Candidates should have extensive procurement experience, familiarity with FMIS ADPICS, and strong verbal and written communication skills to support agency staff and coordinate statewide procurement efforts.

Qualifications

• Six years of professional contract management or procurement experience.
• Experience soliciting, evaluating, negotiating and awarding contracts.
• Knowledge of government procurement laws, regulations and policies.
• Proficiency with ADPICS FMIS and Microsoft Office/Google apps.

Responsibilities

• Procure goods and services up to $200,000 via competitive, sole source, or negotiated awards.
• Prepare solicitations (IFB/RFP) and issue contracts after awards.
• Ensure compliance with state procurement laws and policies.
• Coordinate with agency personnel and statewide procurement activities.
• Process requisitions in ADPICS FMIS and maintain vendor data.
