Job summary

Defense Logistics Agency seeks a Procurement Analyst to identify and solve high-visibility procurement issues and assess policy impacts on processes, data, and customers.

The role develops KPIs, metrics, and enterprise guidance for procurement processes while supporting audits and compliance investigations. A bachelor's degree or equivalent DoD experience is required, with four years of acquisition work and specialized experience for higher grades.

  • Specialized experience at GS-13 level or equivalent for GS-14.

Major Duties
  • Identifies Procurement process issues and problems of particularly high visibility and criticality to the agency.
  • Studies policies and assesses impact on processes, procedures, systems, data, and customer and supplier organizations.
  • Identifies, develops, and manages process-specific Key Performance Indicators and metrics to determine if results meet defined goals and objectives, advising on the effectiveness and suitability of deploying new enterprise process initiatives.
  • Develops and implements guidance and procedures for enterprise-wide Procurement functional processes, advising on goals and objectives related to Key Performance Indicators and metrics.
  • Participates in the creation of and actions pertaining to Procure to Pay (P2P} Process as well as internal controls and compliance test planning and execution.
  • Supports audit requirements and requests from Auditors and Program Management Office.
  • Responsible for interpreting regulatory requirements that impact the Procurement process area and coordinating the response to the major Congressional, General Accounting Office (GAO}, or IG investigations, audits, and/or inspections.
  • Responsible for the extraction, analysis, and visualization of procurement data to empower enhanced decision making. Additionally, aids in the curation and management of procurement data to ensure data quality, accessibility, and accuracy.
Qualification Summary

To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Critical Acquisition Position (CAP) Requirement: 4 years of acquisition experience C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Critical Acquisition Position (CAP) Requirements above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzes and evaluates KPIs, metrics, and other process performance critical data to ensure the Procurement process area is meeting its performance targets Develops long-range goals and objectives to enhance programs in direct support of the acquisition community and in line with overall agency strategic goals and initiatives. Conducts policy studies and initiates changes to appropriate contracting regulations. Analyzes, develops, documents and evaluates complex Procurement system requirements for Procurement functional areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
