Job summary

The Defense Threat Reduction Agency seeks a seasoned GS-1102 contracting professional to plan and carry out acquisition activities. This role serves as a recognized authority to develop and interpret procurement guidelines, policies, regulations, and legislation for DoD contracting programs.

Qualified candidates will have extensive experience interpreting policies, reviewing contract files for compliance, advising senior leaders on contract structures, and leading teams to maximize competition

Job description

This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for planning and carrying out the acquisition activities required, including serving as a recognized authority to develop and interpret existing procurement guidelines, policies, regulations, and legislation. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below:

DOD QUALIFICATION STANDARD FOR GS-1102 CONTRACTING POSITIONS

Basic Education Requirements for GS-5 through GS-15 (or equivalent) positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

*NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement (SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience.

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below:

• Interpreting or implementing acquisition policies and regulations to guide contracting professionals through the procurement life cycle
• Reviewing contract files to ensure they comply with Federal and Department of Defense (DoD) acquisition regulations
• Acting as a business advisor to program offices and senior leaders on business strategies, contract structures, and ways to maximize competition in agency acquisitions
• Utilizing procurement eBusiness systems and contract writing tools to draft, track, execute, or report on acquisition actions
• Supervising staff or leading teams, including organizing workloads, assigning tasks, evaluating performance, or mentoring team members to meet acquisition goals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
