Job summary

ICF is seeking a Principal Subcontracts Administrator in Reston, VA. You will lead high-value subcontract negotiations, develop acquisition strategies, and guide enterprise risk management.

The role requires expert knowledge of FAR/DFARS and extensive federal contracting experience. You will mentor staff, support policy development, and collaborate with Capture and Business Development teams to shape supplier engagement and subcontracting strategy.

Qualifications

  • 6+ years of progressively responsible subcontract administration experience.
  • Extensive federal government contracting experience.
  • Demonstrated expertise negotiating highly complex subcontract agreements.

Responsibilities

  • Lead development and negotiation of high-value, high-risk subcontract agreements.
  • Develop acquisition and subcontracting strategies supporting strategic business initiatives.
  • Serve as escalation resource for complex contractual disputes and supplier negotiations.
  • Evaluate enterprise-level subcontracting risks and advise management on mitigation strategies.
  • Interpret FAR, DFARS, agency supplements, customer requirements, and internal policies.
  • Provide guidance regarding CPSR readiness, audit compliance, consent requirements, OCI, supply chain compliance, and socioeconomic obligations.
  • Participate in development of subcontract policies, templates, procedures, and training materials.
  • Recommend process improvements and automation opportunities.
  • Advise Capture and Business Development teams on supplier engagement and subcontracting strategy.
  • Mentor Subcontracts staff across multiple levels, and represent the function in governance forums.

Description

ICF is seeking an experienced Principal Subcontracts Administrator. Recognized as a functional subject matter expert responsible for leading highly complex subcontracting matters involving elevated contractual, financial, operational, regulatory, and reputational risk. Serves as a strategic advisor to business leadership and supports enterprise initiatives, policies, procedures, and best practices.

Primary Responsibilities
  • Lead development and negotiation of high-value, high-risk subcontract agreements.

There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$108,006.00 - $183,610.00
