Job summary

Idaho National Laboratory's Office of Enterprise Governance and Assurance (OEGA) seeks a Manager, Prime Contract Performance & Administration (PCP&A) to lead day-to-day performance and administration of the INL Prime Contract. This onsite role in Idaho Falls operates on a 9/80 schedule with every other Friday off, and requires building a capable team, coordinating PEMP reports, and ensuring timely contract modifications.

Qualifications

• Bachelor's degree in a business discipline plus 5 years of relevant experience.
• Advanced degree with 3 years of relevant experience.
• Master's degree preferred and 2 years leadership experience preferred.

Responsibilities

• Own day-to-day performance, administration, and maintenance of the INL Prime Contract.
• Lead the annual Performance Evaluation and Measurement Plan (PEMP) and 16 PEMP Objective Reports.
• Identify and track enterprise risks to PEMP Objectives and Notable Outcomes with briefings to Lab leadership.
• Coordinate with SLT and PEMP writers for Mid-Year and Close-Out reports.
• Prepare materials and finished PowerPoint decks for DOE performance appraisal meetings.
• Administer the Prime Contract with timely funding modifications and at least six administrative mods annually.
• Design, establish, maintain, and execute an annual Prime Contract maintenance plan.
• Collaborate with Requirements Management to document Prime Contract requirements and changes.
• Attend and participate in the Joint Directives Review Board (JDRB).
• Manage and ensure timely delivery of more than 90 CDRLs and deliverables.
• Lead development projects, including Project Optimus, an AI platform for Prime Contract research.
• Lead the PCP&A team in preparing, reviewing and transmitting official correspondence.
• Provide direct customer support addressing leadership and lab customer requests.
• Lead and develop a team of at least two Prime Contract Professionals.
• Act as SME on PEMP, Prime Contract administration, and related areas.
