Job summary

University of California, Office of the President is seeking a Project Policy Analyst 4 RP to lead the UC Controller’s policy portfolio, oversee policy lifecycle, and provide expert consultation on governance and compliance. The role collaborates with executive leadership, sponsors, and campus stakeholders to ensure policies remain current and effective.

Hybrid work is approved; on-site presence is required in Oakland, CA.

Qualifications

• Min 8 years in legislative or policy analysis, preferably in a higher education setting.
• Experience leading policy management and governance activities.
• Strong project management and cross-functional collaboration skills.

Responsibilities

• 35% Policy Portfolio Management: administer full policy portfolio, lifecycle, governance and records.
• 30% Policy Analysis, Development & Governance: analyze policies, draft guidance, evaluate effectiveness.
• 20% Stakeholder Engagement & Policy Coordination: collaborate with sponsors, executives and subject matter experts; lead consultation and approval workflows.
• 10% Policy Implementation, Communication & Training: develop implementation guidance, FAQs, training materials and communications.
• 5% Strategic Initiatives & Continuous Improvement: support governance, compliance and operational improvements; metrics and reporting.
