Healthcare Membership Organization in the Washington DC area is seeking an experienced policy leader to advance Medicaid HCBS and home care policy initiatives. The role offers hybrid work with 2-3 days in the office and opportunities to influence federal and state policy through testimony, briefs, and stakeholder engagement.

Responsibilities include developing policy positions, supervising policy staff, and building coalitions across sectors.

Qualifications

• 5-8 years of healthcare policy and advocacy experience preferred.
• Experience with Medicaid HCBS policy strongly preferred.
• Bachelor's degree required; advanced degree a plus.

Responsibilities

• Develop policy positions, testimony, issue briefs, and regulatory comments.
• Support relationships with Congressional, federal agency, and policy stakeholders.
• Represent the organization at meetings and events as subject matter develops.
• Independently recommend policy positions to governing and advisory bodies.
• Build and maintain relationships with Congressional staff, federal officials, and state agencies.
• Provide analysis of legislation and regulations affecting Medicaid HCBS and home care.
• Develop policy white papers and advocacy resources.
• Supervise and mentor policy staff.
• Support state-level advocacy initiatives.
• Represent the organization at industry meetings and speaking engagements.
• Develop and deliver educational programming for members and partners.
• Build coalitions with organizations sharing common policy goals.
