CareFirst BlueCross BlueShield seeks a Senior Public Policy Analyst to monitor and shape federal and state policy, with primary focus on Medicaid. You will drive policy development, ensure effective internal/external communications, and support advocacy efforts across CareFirst’s organization.

The role requires strong policy analysis, evidence-based recommendations, and collaboration with senior leadership while engaging with external stakeholders and policy bodies.

Qualifications

• Bachelor's degree in political science, health policy, or related field.
• Minimum 5 years in health care policy with a focus on policy and communication.
• Master's degree in public health, health policy, health administration or related field preferred.
• Strong knowledge of state legislative and regulatory processes.
• Excellent written and oral communications abilities and relationship-building skills.
• Ability to coordinate multiple public policy activities in a dynamic environment.

Responsibilities

• Serve as policy subject matter expert on Medicaid developments and managed care.
• Educate and brief internal teams on government action and policy trends.
• Conduct legislative, regulatory, and policy research and analysis.
• Develop external communications, talking points, and thought leadership.
• Provide guidance on external messaging for CareFirst initiatives.
