Personnel Security Analyst, II

The Personnel Security Analyst, II is an experienced position in the Consolidated Personnel Security Center (CPSC). The Personnel Security Analyst, II will provide supporting research and analysis into complex problems and processes. This position will assist in leading project teams in reviewing and analyzing requests for investigations concerning security clearances, reciprocity, requirements, violations, and assessments. Additionally, it will also conduct Personnel Security Interviews (PSIs) and prepare detailed analyses of all information developed.

Duties

This position will perform duties without oversight and will ensure security is following government requirements for a classified facility.

  • Work with security teams to perform escorting in unclassified and classified areas to ensure all areas are covered per security requirements.
  • Provide supporting research and analysis into complex problems and processes with minimal supervision.
  • Prepare a detailed analysis of all information developed and conduct security education training which includes Security Awareness and Hostile Threat to satisfy the government requirement for annual training.
  • Assist in conducting preliminary and final reviews of statements of personal history and related data prior to the initiation of background investigation procedures.
  • Prepare reports on investigations resulting from interviews conducted during Background Investigations (BI).
  • Analyze and draft summary sheets on the results of investigations for all assigned cases which may be submitted to Defense Information Security System (DISS).
  • Act as a liaison between the Subject, Security POC, Program Manager, and Operations Manager throughout the clearance process, as well as interfacing with the Intelligence Community (IC) customers.
  • Create official reports for security violations and terminations and submit to government customer or in DISS.
  • Mentor junior members of the team and provide training in clearance processing processes
  • Provide adjudicative decisions or recommendations.
  • Develop comprehensive security manuals, forms, and instructions to facilitate the operation of our Security Program.
  • Conduct extensive checks in accordance with relevant guidelines, policies, and procedures.
  • Apply creative problem-solving approaches to identify and mitigate potential security risks.
  • Analyze investigative files and related material to determine their relevance to an individual's eligibility for a security clearance.
  • Contribute to initiatives to improve functional and/or automated processes within the Security & Classified Operations team.
  • Assist the lead in implementing operational policies, procedures, programs, and standards as required, ensuring the efficient and effective implementation of Personnel Security Processes.
  • Other duties as assigned

Basic Qualifications

  • Expert knowledge or awareness and adherence to government policies or regulations governing security suitability and eligibility, such as Federal Investigative Standards (FIS), Executive Orders (E.O.) 12968, 13526, and 10450, Code of Federal Regulations (CFRs), Security Executive Agent Directives (SEADs), Intelligence Community Directive (ICD) 704 or other guidelines to make the appropriate recommendations to move forward with clearances and Special Accesses and DHS Fitness.
  • Familiar with SIMS, DISS, NBIS (replacing DISS), Scattered Castles SWFT, eApp and JADE
  • Must be able to work independently and make decisions that commit the company on hiring decisions
  • Expert knowledge of government policies or regulations governing security suitability and eligibility for the 13 adjudicative guidelines to gain a clearance
  • Critical thinking and analytical skills to evaluate complex security information
  • Ability to maintain confidentiality and handle sensitive information
  • Excellent written and verbal communication skills
  • Proficient in MS Office Applications
  • Must have excellent customer service skills
  • Must be able to pass a background check

Experience

With a bachelor's degree, at least 2 years of relevant experience is required. Without a bachelor's degree, at least 6 years of relevant experience is required.

Education

High school diploma or GED is required. BS/BA degree is preferred.

Security Clearance

Must meet eligibility requirements for access to U.S.government classified information.

Salary Range: $64,400 - $96,100

RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate's work experience, education/training, skills, expertise; and internal equity.The salary range includes base pay plus RAND's sabbatic pay (which provides additional compensation above base pay when vacation is taken).
