Duties & Responsibilities
Purpose of Position

Under general supervision, with some latitude for independent judgement and initiative, coordinates and implements one or more personnel and/or labor relations functions, such as applicant recruitment, background investigations and onboarding, benefits and leaves administration, classification, wage and salary administration, learning and development, personnel compliance and records management, and employee relations. Ensures compliance with all applicable NYC Health + Hospitals policies and procedures, and all applicable federal, state, and local laws.

Examples Of Typical Tasks
  • Advertises staffing needs; recruits, screens and facilitates placement of candidates for employment; and participates in recruitment events, as needed.
  • Ensures that applicable positions are filled through the civil service testing and selection process, including staffing and attending hiring events and participating in interviews, while maintaining compliance with all relevant civil service and NYC Health + Hospitals laws, rules and regulations.
  • Coordinates the onboarding of new hires and transfers, including background investigations, civil service processing, work/education verification, data entry, and review of employment documents.
  • Reviews and processes employment transactions (e.g., promotions, salary adjustments, data changes) in PeopleSoft, and issues corresponding notifications.
  • Resolves and/or appropriately redirects employee assistance, employee relations, and labor relations inquiries and issues, as necessary.
  • Implements, coordinates, and monitors training activities, including employee orientation programs and annually required trainings; may analyze training needs and propose recommendations.
  • Coordinates the monitoring and maintenance of performance management programs and records, ensuring that evaluations are completed in accordance with applicable procedures; provides notifications and assistance to employees and supervisors, as needed.
  • Maintains regulatory compliance by ensuring the accurate completion and periodic auditing of personnel and background records; issues prompt notifications regarding inconsistencies and employee credential expirations; prepares related reports, as necessary.
  • Assists in collective bargaining negotiations, arbitration, mediation and other proceedings by collecting and preparing relevant information and supporting documentation; may participate in calculating cost estimates and conducting other analyses pertaining to union requests.
  • Participates in processing and investigating employee grievances, assists with recommendations for effective resolutions, and may meet with employees and their representatives to provide requested information.
  • Administers employee benefit plans and programs, and assists employees with options, enrollment, and changes.
  • Coordinates the collection, analysis, and presentation of workforce-related data, including recruitment/retention reporting and wage and salary analyses.
  • Participates in internal/external quality assurance/performance improvement (QA/PI) activities, programs, and training, as required.
  • May participate in special projects to determine the effectiveness of various personnel programs, and may engage in policy studies involving alternatively proposed programs, policies and procedures.
  • May be responsible for supervising and training newly-hired and incumbent staff.
  • Performs other related duties, as assigned.
Minimum Qualifications
  • Bachelor’s Degree from an accredited college or university in Human Resources Management, Labor Relations, Public Relations, Healthcare Administration, or a related discipline;
  • Associate’s Degree from an accredited college or university in Human Resources Management, Labor Relations, Public Relations, Healthcare Administration, or a related discipline and two (2) years of relevant experience in human resources or personnel administration, labor relations, employee relations, learning and development, talent acquisition, customer service (providing information and resolving customer concerns), or a related administrative support function;
  • High School Diploma or its educational equivalent and four (4) years of relevant experience, as described in “2” above.
Department Preferences
  • At least two (2) years of prior HR experience in a public agency or governmental sector, with at least one year of experience in onboarding and/or background investigations or similar;
  • Transactional Human Resources experience, including onboarding and/or background investigations;
  • Working knowledge of PeopleSoft;
  • Strong customer service skills;
  • Working knowledge of Microsoft Office products;
  • Strong interpersonal skills;
  • Analytical and creative problem-solving skills;
  • Solid Time management skills and the ability to work under pressure with tight deadlines;
  • Ability to learn and apply new information;
  • Ability and willingness to work extended and flexible hours as needed to accomplish goals;
  • Experience and understanding of civil service administration process;
  • Ability to work in a collaborative team environment and work within aggressive timeframes;
