  • Maintain risk register, analyze schedule and cost impacts, and devise mitigations.

Job description

We are partnering with an innovative clean energy developer focused on advancing ultra-low-carbon energy solutions and supporting industrial decarbonization. The organization is currently progressing a large-scale Blue Ammonia project on the U.S. Gulf Coast and is transitioning from development into FEED execution. This is a unique opportunity to join the owner's team at a critical stage of the project lifecycle and help shape permitting strategy, stakeholder engagement, and project execution planning from the ground up.

About the Role

The Manager will lead permitting, regulatory approvals, stakeholder engagement, and community relations for a major Blue Ammonia development project. This individual will be responsible for developing and executing the project's permitting strategy, coordinating with federal, state, and local agencies, managing environmental and regulatory approvals, and ensuring permitting requirements are integrated into FEED, project development, and future execution activities. The role will also serve as a key interface with local communities, government stakeholders, and external partners to help establish and maintain a strong social license to operate.

  • Regular onsite collaboration with project leadership and development teams
  • Travel throughout Louisiana and Texas as required to support regulatory, stakeholder, and project activities
  • Primary Project Site: Lake Charles, LA area
  • Secondary Project Location: Port Arthur, TX area
Key Responsibilities
  • Develop and execute the project permitting strategy from FEED through construction and commissioning, including permit identification, approvals planning, critical-path management, and regulatory risk mitigation.
  • Serve as the primary interface with federal, state, local, and port authorities, particularly across Louisiana and Texas, while coordinating permitting and environmental consultants.
  • Lead environmental permitting activities, including air, water, wastewater, stormwater, waste management, and other regulatory approvals required for project development and execution.
  • Develop and implement stakeholder and community engagement plans, building relationships with local communities, landowners, government officials, and other key stakeholders.
  • Partner closely with Development, Engineering, Construction, HSE, Legal, Land, Commercial, and Project Controls teams to integrate permitting requirements into project planning and execution.
  • Maintain the permitting and regulatory risk register, evaluate schedule and cost impacts, and develop mitigation strategies for critical approvals and project changes.
Qualifications & Experience
  • Bachelor's degree in Environmental Science, Environmental Management, Sustainability, Public Policy, Regulatory Affairs, Law, Engineering, or a related discipline.
  • 10-15+ years of experience in permitting, regulatory affairs, environmental compliance, government relations, or stakeholder engagement supporting major energy or industrial projects.
  • Strong knowledge of U.S. federal, state, and local permitting frameworks, particularly within Louisiana and Texas, with demonstrated experience guiding projects through FEED, permitting, construction, and commissioning.
  • Experience in hydrogen, ammonia, LNG, carbon capture (CCUS), natural gas, power, renewable energy, chemical, or other major industrial developments is highly desirable.
  • Strong communication, stakeholder management, negotiation, and regulatory risk management capabilities.
