Job summary

North Texas Municipal Water District (NTMWD) seeks a Permitting Specialist to manage permit actions, prepare and coordinate permit documents, and create technical reports in support of environmental compliance. You will coordinate with NTMWD staff, consultants, attorneys, and agencies to keep projects on schedule and ensure accurate records in the ERMS system.

You will contribute to stormwater program administration, monitor permits and regulations, and assist in medium to small scale projects

Qualifications

Bachelor’s degree in chemistry, biology, environmental engineering, environmental science, or a related technical field.
Minimum of five years of progressive TPDES/NPDES Permitting, USACE Permitting and water quality related experience or equivalent combination of training and experience.
Minimum of five years of progressive water, wastewater and water quality related experience or equivalent combination of training and experience.
Requires a valid Texas Driver’s License.

Responsibilities

Coordinate and maintain a schedule of permit actions, associated information needs, and action dates to ensure information and activities among NTMWD staff, consultants, and attorneys for permit applications will be completed on schedule.
Prepare and coordinate permit documents to/from government agencies, various NTMWD staff, attorneys and consultants during the permitting process.
Create required technical reports, plans, diagrams, and maps for permitting activity.
Receive, consolidate, and summarize comments for the Permitting Supervisor’s consideration.
Coordinate posting of newspaper notices of NTMWD permit actions, including filing a copy of application, notices and required correspondence in the county in which the facility is located.
Assists in the administration of NTMWD’s stormwater programs and performs activities ensuring compliance with government agency regulations.
Coordinate program activities among government agencies, various NTMWD staff, attorneys, construction companies, consultants, and cities.
Monitors various databases to gather permitting, environmental, geographical, and legal information keeping aware of area permits, development, water quality, regulations and activities.
Act as an assistant project manager to the Permitting Supervisor on medium complex projects or specific components of larger complex projects.
Act as project manager for projects of relatively small complexity or of short duration under the direction of the Permitting Supervisor.
Coordinate development and/or compilation of one-time or irregular occurring reports that are complex in nature, and which require a high level of understanding of NTMWD operations.
Prepare general presentations, correspondence, reports, spreadsheets, procedural and informational documents as requested.
Coordinates with NTMWD staff, regulatory agencies, consultants, attorneys, and general public via phone, email, and in-person correspondence to obtain information and to generate a response.
Captures District records into the ERMS (Electronic Records Management System) software through a variety of methods and ensures the accuracy and quality of each image according to and as required by District policy and Records Department procedures.
Coordinate and maintain threatened and endangered species program protecting species in our service area.
Performs other duties as assigned.
