Job summary

The Illinois Department of Transportation seeks a Permits Unit Chief (Engineering Technician V) to lead permit processing for non-utility projects and coordinate with state, local, and utility stakeholders.

Responsibilities include evaluating permit applications, ensuring compliance with guidelines, and maintaining safety and traffic control during construction and closures. A strong background in civil engineering and team leadership is required.

Qualifications

• Two years of college in civil engineering technology, pre-engineering, or a job-related technical/science curriculum PLUS six years of engineering experience; OR eight years of engineering experience.

Responsibilities

• Conducts comprehensive evaluations of permit applications to ensure proper completion and timeliness.
• Ensures that developer proposals are reconciled with permit guidelines and local land use regulations.
• Utilizes properly designed traffic control measures to ensure the safety of the public on highways during construction and road closures for local events.
• Preserves the capacity, integrity, and safety of the state highway system by coordinating state projects, local projects, and permit projects within the district.
• Determines acceptability of all non-utility permits to ensure safe transportation while not deterring development.
• Maintains harmonious relationships with applicants, developers, other IDOT offices, consultants, and government officials.
• Trains, motivates, and evaluates staff to ensure permit applications are processed correctly and efficiently.
• Performs duties in compliance with safety rules and fair treatment of all applicants and state employees.
• Performs other duties as assigned.
